We believe that residents along the eastern Gulf Coast and the Caribbean must look forward to an above average 2000 season for numbers of hurricanes. What we're seeing is a continuing effects of La Ni単a, this cold water in the eastern Pacific and warm water in the western Pacific lead to atmospheric conditions which make it easier for hurricanes to form.\"\u003cbr/\u003eSUPER CAPTION: James Baker, National Oceanic and Atmospheric Administration\u003cbr/\u003eOnce winds reach 74 miles per hour, a tropical storm is called a \"hurricane\", a \"typhoon\" , a \"severe cyclonic storm\"  or a \"tropical cyclone\" depending on the region in which it occurs.\u003cbr/\u003eThe forecast is similar to last year's, which was followed by a series of serious storms. \u003cbr/\u003eThey included Hurricane Floyd, which caused massive evacuations along the Southeastern coast and then inundated North Carolina.\u003cbr/\u003eThe word hurricane was derived from the Mayan 'Hurakan', one of their creator gods, who blew his breath across the Chaotic water and brought forth dry land. \u003cbr/\u003eTropical cyclones are named to provide ease of communication between forecasters and the general public regarding forecasts, watches, and warnings.\u003cbr/\u003eIt is said that the first use of a proper name for a tropical cyclone was by an Australian forecaster early in this century.\u003cbr/\u003eHe named tropical cyclones after political figures whom he disliked.\u003cbr/\u003eBy properly naming a hurricane, the weatherman could publicly describe a politician as 'causing great distress' or 'wandering aimlessly about the Pacific.'\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"These developing hurricanes, especially those that develop in Africa and then move across the Atlantic Ocean are much stronger and more long-lasting and that's one of the characteristics we expect to see during this Hurricane season.
