However, it must be said that at this point there has been progress. There is much less rubble today than there was at the beginning of the year, and there has been progress in other areas. Here in Canaan, we have been able to build 826 homes and there are other organisations working on other issues, such as sanitary matters, but things are still moving slowly, without a doubt.\"\u003cbr/\u003e31. Various of children flying kite in among the rubble at sunset\u003cbr/\u003eNearly one year after a magnitude-7 earthquake devastated most of the Haitian capital Port-au-Prince, bodies were still being found under the rubble of collapsed buildings which have not been cleared until now.  \u003cbr/\u003eThe gruesome discoveries speak volumes of the state of reconstruction in Port-au-Prince, where an estimated 1.5 million people are still homeless and even major landmarks such as the presidential palace and national cathedral show no sign of rebuilding.\u003cbr/\u003eOnly a few blocks from the national palace, workers privately hired to clear debris from what used to be a restaurant, this week stumbled upon the remains of a man, his skeleton caught under a collapsed wall for the last 12 months.\u003cbr/\u003eAn Oxfam report released this week says only five percent of the rubble produced by the earthquake has been removed over the past year, a fact they attribute to lack of organisation and logistical coordination by non-profit organisations operating in Haiti and to a larger degree, by the Haitian government.\u003cbr/\u003eHaitian economist and representative at the International Development Bank Eric Pierre agrees.\u003cbr/\u003eHe says 12 months following the worst disaster in Haiti's recent history, long term reconstruction has yet to begin.\u003cbr/\u003e\"After the earthquake, really, without the humanitarian people the situation would have been worse. But, in terms of construction, it is very, very difficult to speak of construction... reconstruction,\" he told AP Television.\u003cbr/\u003eThe lack of coordination and leadership is only one of the problems stalling any real reconstruction in Haiti; there is also the issue of land ownership. \u003cbr/\u003eMost land in Haiti is privately owned and without a strong government to deliver space to rebuild homes, no real reconstruction can begin.\u003cbr/\u003e\"I have to say that sometimes I understand the difficulties of the state, of the government,  to fix the land tenure problem, but this is what we have a government for,\" Pierre said.\u003cbr/\u003eHowever, in the midst of the continuing devastation, small signs of  progress and hope do exist.\u003cbr/\u003eOne example is the work being done in the neighbourhood of Canaan where 826 temporary plywood homes have been built by the Latin American NGO 'Roof for my Country'.\u003cbr/\u003eFaced with the reality that permanent rebuilding could be many years away, the organisation's goal is to improve the immediate lives of families living in tent cities.\u003cbr/\u003eThough the homes are still considered temporary and are designed to last for 7 to 10 years, they do provide a significant improvement from tent life, giving families greater security and better sanitary conditions.\u003cbr/\u003eEach house costs 18-hundred US dollars to build and the project is funded mainly by the Inter-American Development bank and UNASUR (Union of South American States) as it aims to build a total of 10-thousand temporary homes.\u003cbr/\u003eAs the first anniversary of the earthquake nears, and the situation for millions of Haitians looks strikingly similar to what it did 12 months ago, it seems evident that initial enthusiasm over quick and widespread rebuilding have all but faded.\u003cbr/\u003e\"The problem is that at a certain point the international community gave the impression they could solve the problem quickly.
