negotiated settlement in the Middle East.\u003cbr/\u003eHe talked by telephone to both Arafat and Israeli Prime Minister Ehud Barak.\u003cbr/\u003eClinton's call to Barak evidently was not conclusive. \u003cbr/\u003eAn Israeli diplomat said the prime minister intended to consult with senior members of his cabinet and then speak again to Clinton. \u003cbr/\u003eThe diplomat, speaking on condition of anonymity, said it was essential for Israel that Arafat implement his\u003cbr/\u003ecommitment to the president to curb violence in the region.\u003cbr/\u003eClinton spoke with Barak for 35 to 40 minutes and with Arafat for about 15 minutes.\u003cbr/\u003eThe new momentum stems from Clinton's meetings which Arafat on Tuesday, in which the Palestinian leader conditionally accepted the president's framework for an accord.\u003cbr/\u003eThe White House said that on containing conflict with Israel, Clinton also scored some gains as Arafat agreed to end or stop or reduce acts of violence.\u003cbr/\u003eSpecifically, it said Arafat had promised cooperation in countering terrorism, to intensify efforts to stop the\u003cbr/\u003eshootings and to arrest those responsible. \u003cbr/\u003eSince Mideast violence broke out three months ago, more than 350 people have died, mostly Palestinians.\u003cbr/\u003eThe White House said that the U-S now aimed to work with both sides to see if it could reconcile their reservations.\u003cbr/\u003eClinton's formula would establish a Palestinian state on about 95 percent of the West Bank and give the Palestinians some control in East Jerusalem.\u003cbr/\u003eBut the Palestinians are demanding certification of a right of Palestinian refugees to return to Israel, from\u003cbr/\u003ewhich they were expelled at Israel's founding in 1948.\u003cbr/\u003eIncluding descendants, this could involve some five (M) million Arabs.\u003cbr/\u003eAccording to Palestinian sources, Clinton told Arafat if he wanted changes it was up to the Palestinians and Israel\u003cbr/\u003eto try to see if they could be arranged. \u003cbr/\u003eThe president proposed 12 days of negotiations, and Arafat agreed to lower-level negotiations, said the sources,\u003cbr/\u003einsisting on anonymity.\u003cbr/\u003eClinton administration officials gave no indication after the talks ended near midnight on Tuesday that the huge gaps between Arafat's position and Clinton's had been bridged.\u003cbr/\u003eA senior U-Sofficial said there was no clear-cut outcome on Tuesday night. \u003cbr/\u003eThe official, speaking on condition of anonymity, said it would depend on Clinton's follow-up talks with Barak and Arafat.\u003cbr/\u003eBarak said on Tuesday that with the violence persisting he was shifting his attention from the Clinton outline, which
