The UN High Commissioner for\u003cbr/\u003eRefugees (UNHCR), hoping to repatriate 700,000 mostly Rwandan\u003cbr/\u003eHutus from Goma, saw its efforts dwindling as only 47 people\u003cbr/\u003evolunteered to go on Saturday (26/8). Only 200 people left the\u003cbr/\u003earea on Friday (25/6). Nearly all the people living in camps are\u003cbr/\u003eHutus, members of the ethnic group blamed for the slaughter of up\u003cbr/\u003eto half a million Tutsis during Rwanda's 1994 civil war. The\u003cbr/\u003eUnited Nations resumed voluntary repatriation after persuading\u003cbr/\u003eZaire to abandon forced expulsions. Zaire forcibly expelled about\u003cbr/\u003e13,000 refugees to Rwanda over the last week.
