over its nuclear and missile programmes, but said the reclusive communist government first must lower tensions and honour previous agreements.\u003cbr/\u003eNorth Korea has a clear course of action officials agreed on the need to work toward a nuclear-free North Korea and opened the door to direct talks if certain conditions are met.\u003cbr/\u003eHowever, North Korea on Sunday rebuffed a South Korean proposal to resolve rising tensions through dialogue, dismissing it as a \"crafty trick\" by the rival.\u003cbr/\u003eRegarding the South Korean proposal, Kerry said it was an important move on the part of the South Korean President despite the North's refusal.\u003cbr/\u003e\"I think it is important that she has made clear that the policy of her government would be to build a trust politik approach to this issue in the future and I think everybody should welcome that,\" Kerry said.\u003cbr/\u003eTheir comments highlight the difficulty in resolving the North Korean nuclear situation in a peaceful manner, as pledged by Kerry and Chinese leaders in Beijing on Saturday.\u003cbr/\u003eGaining China's commitment, Kerry insisted, was no small matter given Beijing's historically strong military and economic ties to North Korea.\u003cbr/\u003eThe issue has taken on fresh urgency in recent months, given North Korea's tests of a nuclear device and intercontinental ballistic missile technology, and its increasingly brazen threats of nuclear strikes against the United States.\u003cbr/\u003eUS and South Korean officials believe the North may deliver another provocation in the coming days with a mid-range missile test.\u003cbr/\u003eGiven their proximity and decades of hostility and distrust, Japan and South Korea have the most to fear from the North's unpredictable actions.\u003cbr/\u003eKerry said the US would defend both its allies at all cost.\u003cbr/\u003eKerry's visit to Japan followed two days of meetings in South Korea and
