farmer\u003cbr/\u003eThe Colombian government has set up a plan to help minimise farmers'  losses, providing special loans worth 60-thousand (m) million pesos (46 (m) million U-S dollars) that could be increased with 40-thousand million (30 (m) million U-S dollars) more in the next few weeks.\u003cbr/\u003eBut small farmers are selling or killing their cattle because they cannot feed them and are still waiting for government help.\u003cbr/\u003eIt's not just farmers who are suffering --water shortages could also affect people in the cities.\u003cbr/\u003eCuts of both water and energy were increase in epidemics such as dengue and cholera and breathing problems due to the hot weather.\u003cbr/\u003eScientists say the El Nino effect --the irregular changes in Pacific Ocean currents that
