Lamy leaving stage \u003cbr/\u003eWorld Trade Organisation chief Pascal Lamy warned on Friday of protectionist pressures mounting on global economies that are just recovering from the financial crisis and European debt problems.\u003cbr/\u003eWhile admitting that the decade-long Doha round of trade liberalisation talks are at an impasse, Lamy said that \"the best way to move forward is to start by not moving backwards.\" \u003cbr/\u003eThe WTO issued a statement last December saying that an agreement on all elements of the Doha round is unlikely in the near future.\u003cbr/\u003eMany countries have moved towards forming bilateral trade talks in recent years.\u003cbr/\u003eLamy said the WTO was trying to \"keep at bay the protectionist pressures which are flaring everywhere as a consequence of domestic economic and social difficulties.\"\u003cbr/\u003eThe WTO chief is in Japan for talks with prime minister Yoshihiko Noda and foreign minister Koichiro Gemba.\u003cbr/\u003eSpeaking to reporters at a news conference in Tokyo on Thursday, Lamy also commented on China's rare earth export restrictions.\u003cbr/\u003eEarlier this week, the US, the European Union and Japan filed complaints with the WTO charging that China is limiting its export of rare earths, minerals that are vital to the production of high-tech goods.\u003cbr/\u003eLamy said he couldn't comment on an ongoing litigation but explained it was an issue of interpretation, adding that \"China has always, always, said it would abide by the obligations it has taken.\"\u003cbr/\u003e\"The issue is about the interpretation of these obligations and this is why we need a dispute settlement system,\" he said.\u003cbr/\u003eChina accounts for more than 90 percent of global production of 17 rare-earth minerals that are used to make goods including hybrid cars, weapons, flat-screen TVs, mobile phones, mercury-vapour lights, and camera lenses.\u003cbr/\u003eBut since 2009, China has cut export quotas while it tries to build up its own industry to manufacture lightweight magnets and other products made with rare earths. \u003cbr/\u003eChina's Commerce Ministry defended the curbs Tuesday as an environmental measure but promised to abide by the WTO dispute-settlement process.\u003cbr/\u003eThe three separate but coordinated filings with the WTO formally request dispute settlement consultation, the first step in a WTO complaint.\u003cbr/\u003eIf no resolution is found after 60 days, the dispute can be transmitted to a WTO Panel for a ruling. \u003cbr/\u003eAt the end of the
