Various of gang members at a penitentiary playing basketball \u003cbr/\u003eSalvadorian street gang leaders pledged on Saturday to implement the second phase of a truce to lower the homicide rate in the central American country.\u003cbr/\u003eThe second phase of the truce involves targeting specific municipalities to eliminate gang-related violence. \u003cbr/\u003eLeaders of the street gangs Mara Salvatrucha (commonly known in the abbreviated form \"MS-13\"), Barrio 18, Mao-Mao, Maquina and Mirada Locos are taking part in the truce.\u003cbr/\u003eThey met with mediators and the Secretary of Security for the Organisation of American States (OAS) Adam Blackwell on Saturday at La Esperanza penitentiary in the country's capital, San Salvador.\u003cbr/\u003eThe first four municipalities where the truce will be implemented are Ilopango, Santa Tecla, Sonsonate and Quezaltepeque.\u003cbr/\u003e\"The different gangs will be able to travel, roam freely in Santa Tecla, for example, with their families while shopping, at hospitals, at courts, at parks, all of that to make it possible for activity of that type to be safe. They won't provoke us and we won't provoke them when we go into each other's territory,\" said Dionisio Aristides Umanzor, a leader of the Mara Salvatrucha street gang. \u003cbr/\u003eThe plan will eventually cover 18 of the 262 municipalities of El Salvador.\u003cbr/\u003eAlthough the gang leaders expressed their intention to comply with the truce, they said they are not ready to cease gang extortions.\u003cbr/\u003eGang leaders acknowledged that gang extortions provide them with the funds needed to survive.\u003cbr/\u003e\"We are currently still working on how we will address the issue of extortion and, in due time, we know it is a step that we will have to take and we are studying the best way to do that. So at the moment that we take that step it is permanent and does not create other types of problems,\" said Borromeo Henriquez, another MS-13 leader.\u003cbr/\u003eAs part of the truce, former guerilla fighter and mediator Raul Mijango said that gang members will also turn over their weapons, which will be destroyed under the supervision of OAS. \u003cbr/\u003eThey will also agree to become involved in community activities. \u003cbr/\u003e\"We are working so that there is help from the central government through specific programs to give support to these municipalities and we are also working to attract support from the international community to strengthen the capacity at the local level to respond to the needs that seeking peace (among the gangs) will require,\" said Mijango.\u003cbr/\u003eFor their part, the gang members have asked for the suspension of nightly police patrols and the free movement of young gang members.\u003cbr/\u003eWhen gang-related deaths reached at least 14 per day in March 2012, the leaders of MS13 and Barrio 18 agreed to a truce.\u003cbr/\u003eThrough the truce, the average number of homicides dropped to five per day at the end of 2012. \u003cbr/\u003eAccording to Salvadorian authorities, there are more than 50,000 youths in street gangs in El Salvador. \u003cbr/\u003eAbout 9300 of the gang members are in prison, police
