Shoppers in high street \u003cbr/\u003eResidents of the small Dutch town of Barendrecht have raised objections to a proposal to store massive amounts of carbon dioxide in the ground right underneath their houses. \u003cbr/\u003eThe project by Royal Dutch Shell and the Dutch government is only one of a dozen such projects across Europe to test a technology that could potentially slash emissions of greenhouse gases, such as carbon dioxide from burning coal, into the atmosphere by storing it underground. \u003cbr/\u003eThat would allow countries that have lots of coal, such as China and the United States, to keep using the cheap but polluting fossil fuel, instead of expensive, uncertain supplies of imported oil.\u003cbr/\u003eIf it works, the technology would buy the world time in the fight against global warming by reducing emissions until cleaner energy sources can be developed, and help the EU keep big promises. \u003cbr/\u003eBut questions remain about the technology even as the EU prepares to spend (b) billions on it.\u003cbr/\u003eThe Dutch government must decide whether to overrule Barendrecht residents objections and push forward with the unknown risks of storage under one of the most densely populated parts of Europe. \u003cbr/\u003eWeeks before global talks on a new climate change pact in Copenhagen, the EU says it is ready to reduce greenhouse gas emissions by up to 95 percent by 2050.\u003cbr/\u003eThe EU thinks carbon storage could shave up to 10 percent off global emissions by 2030 and 20 percent by 2050. \u003cbr/\u003eThe European Union has pledged some 1.05 (b) billion euros (1.57 (b) billion US dollars) in initial financing and will raise extra funding, likely to be another 4.5 (b) billion euros (6.75 (b) billion US dollars), from selling permits to emit greenhouse gases under a cap-and-trade system where companies need to pay to pollute more. \u003cbr/\u003eIt is also calling for all new coal-fired power stations built after 2020 to be capable of capturing carbon, even if the technology isn't ready to be rolled out by then.\u003cbr/\u003eBarendrecht's town council refused to grant local permits and now worries that the Dutch government could overrule it by citing the national interest. \u003cbr/\u003eCouncilman Simon Zuurbier said nobody wanted the project and that he was not sure the government would always be able to monitor \"eternal storage.\"\u003cbr/\u003e\"Nobody can guarantee how it will be, what will happen in the bottom (ground), in a depth of two kilometres (one mile) after 25 or 30 or 40 years,\" he said. \u003cbr/\u003eMost current storage sites are in isolated areas.\u003cbr/\u003eThe project would pump 10 (m) million metric tons of carbon dioxide starting from 2011 into two depleted gas fields  under the town. \u003cbr/\u003eThe fields are considered by some a safer choice than current experiments under the the North Sea and the Sahara Desert where a water-bearing rock layer, or aquifer, is being used. \u003cbr/\u003eIt's only a trial; Shell says the Netherlands might need to store 30 (m) million metric tons a year by 2025 and the entire country could potentially store one (b) billion metric tons.  \u003cbr/\u003eShell believes that the rock that safely harboured natural gas for (m) millions of years could also be filled with carbon dioxide, and that Barendrecht could show that empty gas fields elsewhere could be used in the same way.\u003cbr/\u003e\"We need a specific set of stakeholders to agree to undertake the demonstration in a particular place and then to show people that it works. It's the showing that will make the difference,\" said Graeme Sweeney, chief executive of Shell Renewables and chairman of the Zero Emissions Platform, a group of companies, nonprofit groups and academics lobbying for the technology.\u003cbr/\u003eBut the environmental group Greenpeace said carbon capture is an expensive gamble with government money that should be used for renewable energy such as wind or solar power.\u003cbr/\u003e\"Governments are investing (b) billions of dollars in the technology at the expense of renewable energy and energy efficiency and really delaying important action on climate change,\" said Emily Rochon, a climate campaigner for Greenpeace.  \u003cbr/\u003eSome 43-thousand people live in Barendrecht, a suburb 18 kilometres (12 miles) from Rotterdam and its port, Europe's busiest. \u003cbr/\u003eReal estate agent Frits Markus says worries about the project could affect the average 280-thousand euros (US dollars) house price. \u003cbr/\u003ePeople \"will become concerned that CO2 will be stored under the homes where they live,\" he said. \u003cbr/\u003e\"They'll think that their homes will lose value or that they will have trouble selling them,\" he added. \u003cbr/\u003eCarbon dioxide, which provides the fizz in soft drinks, is naturally present in the atmosphere. \u003cbr/\u003ePlants take it in and people breathe it out. \u003cbr/\u003eBut a sudden release of large amounts can kill by asphyxiation. \u003cbr/\u003eSome 1,700 people died when a cloud of carbon dioxide escaped from a volcanic lake in Cameroon in 1986.  \u003cbr/\u003eA slow leak would simply negate the costly efforts to store the gas. \u003cbr/\u003eGreenpeace says this could happen if stored carbon dioxide mixes with water underground to from a weak carbonic acid that could corrode pipelines and rocks.\u003cbr/\u003eBut Stuart Haszeldine, a geology professor at the University of Edinburgh, says \"nothing like\" a dramatic blowout would happen at a depleted gas field because the carbon dioxide would be injected with relatively little extra pressure and only the gas in the borehole, and not the entire site, would be likely to escape\u003cbr/\u003eCoal already provides 30 percent of the European Union's electricity, half of Germany's and 70 percent of China's power. \u003cbr/\u003eBut it is also the fossil fuel that puts out the most greenhouse gases and climate campaigners say Europe must give it up.\u003cbr/\u003eAnd the technology won't be cheap. \u003cbr/\u003eApart from the huge price tags for special equipment, European electricity producers warn it will drive up the cost of electricity because the process of capturing carbon dioxide means the plant must generate 30 percent more
