He spoke exclusively to APTV.\u003cbr/\u003eSenator Bob Dole spoke of NATO's role being irrelevant in Bosnia  if United Nations forces on the ground continued to refuse to comply with U.N. decisions made in New York. He spoke with APTV this morning:\u003cbr/\u003eSOUNDBITE: 'I question - as I do from time to time - is their role irrelevant? I think if you look at Bosnia then we questions that - but if you look at it overall obviously it has a dominant role to play - if we look five, ten, 15 years - but now most of the focus has been on Bosnia. We have a willing force in NATO but an unwilling force as far as I'm concerned in the United Nations. They pass these resolutions in New York, United Nations and everybody gets on board and says we ought to do this and this ..... then somebody on the ground, whether it be Rose or Akashi say we're not going to do this, and I've got to say it's very puzzling to us in Congress, in both parties, and so we hope to learn some things today.'\u003cbr/\u003eQuestion: How do you feel about role of Britain and France?\u003cbr/\u003e'Well we have mixed feelings - I'll be speaking to Foreign Minister Hurd tomorrow, and Prime Minister Major and Margaret Thatcher . But I know they have people on the ground and I know they say how can somebody from America criticise when they have no one on the ground.  But we have people on the ground all over the world. We have about 25,000 troops - in the latest Gulf crisis. We've had troops in Iraq protecting the Kurds. We've been in Rwanda, in Somalia. I think we do our share plus we put close to a billion and half dollars in humanitarian aid and infrastructure and they don't.
