It is drowning,\" Malcolm Wrightson Nance, a former Navy instructor of prisoner of war and hostage survival programmes, told a House constitutional subcommittee.\u003cbr/\u003eThe subcommittee, chaired by New York Democrat Jerrold Nadler, convened a hearing on how the water-boarding was carried out and whether it meets the legal definition of torture.\u003cbr/\u003eIn written testimony, Nance explicitly defined water-boarding as torture and said the US needed to reject the use of the procedure for prisoners and captives.\u003cbr/\u003eThe panel's top Republican, Arizona Representative Trent Franks, said at the panel's hearing that he was against torture.\u003cbr/\u003e\"But unfortunately we face a reality where an evil ideology is dedicated to the destruction of the innocent and our way of life and sometimes we have to do what is necessary within the bounds of human conscience to do what is necessary to stop them,\" he said.\u003cbr/\u003eThe exchange came as Senate leaders struggled to agree on the timing of a confirmation vote for Judge Mukasey, who has refused to equate waterboarding with illegal torture.\u003cbr/\u003eOn Monday, demonstrators protesting the refusal of Mukasey to answer the question of whether water-boarding was torture re-enacted the practice before reporters and television cameras. \u003cbr/\u003eThe interrogation procedure has been banned by domestic law and international treaties. \u003cbr/\u003eThose policies don't cover the CIA's use of the technique, however, and the Bush administration has sidestepped questions about whether it has allowed the agency's employees to use it against detainees.\u003cbr/\u003eBoth houses of Congress were considering legislation to ban the procedure in all circumstances.\u003cbr/\u003eAs a former master training specialist in survival programmes, Nance said that he underwent water-boarding as part of his training and that he personally led or was involved in using the procedure on hundreds of other trainees at the Navy's Survival, Evasion, Resistance and Escape School (SERE).\u003cbr/\u003eNance described the experience as a \"slow motion suffocation\" that provides enough time for the subject to consider what's happening.\u003cbr/\u003e\"As a torture instrument, water-boarding is a terrifying, painful and humiliating tool that leaves no physical scars and can be used repeatedly as an intimation tool.\"\u003cbr/\u003eFurther, Nance said water-boarding was ineffective in getting useful information from interrogation subjects: \u003cbr/\u003e\"Water-boarding has the ability to make the subject answer any question with a truth, half-truth or outright lie in order to stop the procedure.  Subjects usually resort to all three often in rapid sequence.\"\u003cbr/\u003eSuch \"coercive\" interrogation techniques weren't as effective as those that elicit cooperation, because false information was often elicited under harsher methods, said Colonel Steven Kleinman, a senior intelligence officer and military interrogator for the US Air Force Reserves.\u003cbr/\u003eWhen asked by Chairman Nadler as to why such policies were allowed to continue, Kleinman said, \"Individuals, even at the highest levels of this government are more informed about interrogation from a television show, such as '24' or detective series or something they have seen on TV.\"  \u003cbr/\u003eNance described for the committee how released detainees have been describing their own treatment by the US to Arabic broadcasters, such as Al Jazeera and Al Arabiya.\u003cbr/\u003eNance said the effect of the broadcasts has been a marked increase in anti-American sentiment in the Arab world.\u003cbr/\u003e\"I have worked in the Middle East off and on for 26 years and never met the intensity of the hatred of the policies and actions that these people believe we do out of pure malice and I sit there and I try with my heart to convince them that we are a people, a good people and that this is not what we do. of the Navy-Marine Corps Court of Criminal Appeals, said he was willing to testify when permitted to do so by the Department of Defence.\u003cbr/\u003eIn a March 31 Wall Street Journal story, Couch
