democracy is established, but that it does not intend to put forward a candidate in upcoming presidential elections.\u003cbr/\u003eEssam el-Arian, a senior leader in the Brotherhood, also said the group was also \"not targeting to have a majority in the incoming parliament.\"\u003cbr/\u003eEl-Arian called for \"national consensus\" during the period of transition to democracy and in the first term of a new parliament. \u003cbr/\u003eHe said the Muslim Brotherhood would form an official political party to take part in a \"real multiparty system without any restriction on organising or activities.\" \u003cbr/\u003eEl-Arian also called for the country's new military rulers to ensure that \"wealth that was stolen by the previous authorities\" is returned to Egypt.\u003cbr/\u003eThe Muslim Brotherhood, legally banned for decades, was prevented from forming a party but ran candidates for parliament as independents in elections under President Hosni Mubarak's regime. \u003cbr/\u003eIn 2005, it made a surprisingly strong showing, winning 20 percent of parliament's seats, but it was pushed out completely in the most recent election in November and December, which were plagued by allegations of fraud.\u003cbr/\u003eThe Brotherhood's charter calls for creation of an Islamic state in Egypt, and Mubarak's regime depicted it as aiming to take over the country and launched fierce crackdowns on the group. \u003cbr/\u003eSome Egyptians remain deeply suspicious of the organisation, fearing it will exploit the current turmoil to vault to power.\u003cbr/\u003eBut others, including the secular, liberal youth activists who launched the anti-Mubarak uprising, say the Brotherhood has to be allowed freedom to compete in a democracy alongside everyone else. \u003cbr/\u003eThe Armed Forces Supreme Council, comprising the defence minister and top generals, has vowed to hand over power to an elected civilian government. \u003cbr/\u003eIt has dissolved parliament and suspended the constitution - steps that encouraged protest leaders because both were pillars of the Mubarak regime. \u003cbr/\u003eBut it has kept in place the last government installed by Mubarak as a caretaker until a new one is named.\u003cbr/\u003eOn Tuesday, Egypt's new military rulers launched a panel of experts to amend the country's constitution to allow democratic elections later this year.\u003cbr/\u003eThe panel is to draw up changes at a breakneck pace - within 10 days - to end the monopoly that ousted Mubarak's ruling party once held, which it ensured through widespread election rigging.\u003cbr/\u003eThe initial changes may not be enough for many in Egypt calling for the current constitution, now suspended by the military, to be thrown out completely and rewritten to ensure no one can once again establish autocratic rule. \u003cbr/\u003eTwo members on the panel said the next elected government could further change the document if it chooses.\u003cbr/\u003eThe military's choices for the panel's makeup were a sign of the new political legitimacy of the Muslim Brotherhood. \u003cbr/\u003eAmong the panel's members is Sobhi Saleh, a
