That means that this transitional body will have the legislative and the executive powers of the president, of the prime minister. Everybody agrees on that interpretation. The Russians agree on it, the Americans agree on it, we agree on it, the UN agrees about it,\" said Khalid Saleh. \u003cbr/\u003eThe Geneva communique, issued in 2012 following the first conference in Geneva, among other things calls for the establishment of a transitional government in Syria with members agreed upon by both sides.\u003cbr/\u003eThe communique also says all societies within Syria must be represented. \u003cbr/\u003e\"The challenge is, when Bashar Assad comes out and says, 'Although you're going to form a transitional governing body, it's not going to have full executives powers because it's going to be under me.' Everybody needs to be serious. Not only the Assad regime, but its allies. We want the Russians to apply real pressure on the Assad regime. We've seen the Russians when they've had to apply pressure on the Assad regime to hand over the chemical weapons, they managed to do it. Which tells us, that they can apply pressure. We need to see some seriousness from the Russians, from the Assad regime, about having a political solution to what's going on in Syria.
