As residential life rebuilds so does the city's tourism, bringing with it massive congestion and need for security in the lower Manhattan area. \u003cbr/\u003eWith the 9/11 memorial and accompanying museum undergoing construction, the NYPD have formulated a $40 million plan to create a closed campus surrounding the existing residential area with concrete barriers, walls and credential checkpoints. \u003cbr/\u003eFrustrated residents formed the WTC Neighborhood Alliance and brought forth a lawsuit against the city, the NYPD, and the Port Authority of New York and New Jersey. Lawyers for the petitioners claim the plan goes too far in disrupting neighborhood life. \u003cbr/\u003e\"The lawsuit is asking for the process to be slowed down and reconsidered with hopefully oversight from more than just NYPD,\" said Mary Perillo, the lead plaintiff and community organizer for the WTC Neighborhood Alliance. \u003cbr/\u003eNYPD officials say greater security is needed for an area that could attract possible attacks in the already densely populated area. \u003cbr/\u003eBut proposed security measures such as credentials to commercial vehicles and residents living within 'secure zones' only creates more congestion to the busy city streets. \u003cbr/\u003e\"These are very narrow streets and there's a tremendous amount of congestion already and with the security barriers going up there's going to create even more congestion for pedestrians walking in and out of the area, said Deborah Petti, a resident who is also part of the lawsuit. \u003cbr/\u003eWhile high-rise offices, luxury condominiums and tourist destinations continue to erect within the secure campus, long-time residents find themselves at odds with the once city-like atmosphere of lower Manhattan. \u003cbr/\u003e\"The plan completely goes against knitting back our neighborhood into the community that was the original promise of the plan to revitalize our neighborhood and bring  back life to what was the saddest place in new York for many years, it was a gaping hole.
