forces and army troops in a desperate bid to retain power.\u003cbr/\u003eRussian Foreign Minister Sergey Lavrov described the idea of imposing limits on Libyan air space as \"superfluous\" and said on Tuesday that it was \"a purely technological problem\" which should be resolved within the next three months, in order to render the facilities 100 percent safe. \u003cbr/\u003eThe Bushehr plant is not among the aspects of Iran's nuclear programme that are of top concern to the international community and is not directly subject to sanctions.\u003cbr/\u003eIt has international approval and is supervised by the United Nations's nuclear monitoring agency, the International Atomic Energy Agency.  \u003cbr/\u003eThe Bushehr project dates back to 1974, when Iran's US-backed Shah Mohammed Reza Pahlavi contracted with the German company Siemens to build the reactor.\u003cbr/\u003eThe company withdrew from the project after the 1979 Islamic Revolution toppled the shah and brought hard-line clerics to power.  \u003cbr/\u003eIn 1992, Iran signed a 1 (b) billion US dollar deal with Russia to complete the project and work began in 1995.  \u003cbr/\u003eUnder the contract, Bushehr was
