It's not wordsmithing, it's things that go to the core, not only of climate change but also of economic policy which is why people are devoting a lot of time to really making sure they get it right,\" he added.\u003cbr/\u003eGermany's environment minister, Sigmar Gabriel confirmed that the climate in the conference is good.\u003cbr/\u003eBali's outcome, and the results of two years of negotiations to follow, may help determine how high the planet's temperatures will\u003cbr/\u003erise for decades to come, stakes big enough to draw UN Secretary-General Ban Ki-moon back to Bali from an East Timor visit to help resolve the impasse.\u003cbr/\u003eDelegates argued over the wording of a conference final document until 2:30 a.m. local time (0630 GMT), after which drafters retired to craft new formulations in contentious passages, most notably the European Union's suggestion of a goal of emissions reductions from 25 percent to 40 percent below 1990 levels by 2020.\u003cbr/\u003eTrying to break the deadlock, the conference president, Indonesia's Environment Minister Rachmat Witoelar, later proposed revised language dropping those mid-range numbers, but still reaffirming that emissions should be reduced at least by half by 2050.\u003cbr/\u003eThe UN climate chief, Yvo de Boer, told reporters the mid-range 25-to-40 percent was implicit in the 50 percent goal for midcentury.\u003cbr/\u003eWitoelar's proposal gave the two sides room to work out the long-expected compromise, producing a relatively vague mandate for two years of negotiations.\u003cbr/\u003eAs worded, his draft \"Bali Roadmap\" did not guarantee any level of binding commitment by any nation.\u003cbr/\u003eDe Boer said worldwide public opinion forced the more than 180 national delegations here to find a way to agree\u003cbr/\u003eThe task before the annual assembly was to launch negotiations for a regime of deeper emissions reductions to succeed the Kyoto Protocol, which requires 37 industrial nations to cut output of carbon dioxide and other greenhouse gases by 5 percent below 1990 levels by 2012.\u003cbr/\u003eThe United States is the only major industrial nation to reject Kyoto. \u003cbr/\u003eThe Bush administration instead favours a voluntary approach, each country deciding how it can contribute, over internationally negotiated and legally binding commitments.\u003cbr/\u003e\"They (the US) don't have the same vision, the Canadians too. scientists, the Intergovernmental Panel on Climate Change (IPCC), warned of severe consequences, from rising seas, droughts, severe weather, species extinction and other effects, without sharp cutbacks in emissions of the industrial, transportation and agricultural gases blamed for warming.\u003cbr/\u003eTo avoid the worst, the Nobel Prize-winning panel said, emissions should be reduced by 25 percent to 40 percent below 1990 levels by 2020.\u003cbr/\u003eThe Kyoto Protocol nations have accepted that goal, and the numbers were written into this conference's draft final decision, not as a binding target, but as a suggestion in the document's preamble. \u003cbr/\u003eThe text also calls for \"comparability of efforts\", that is, US cuts comparable to those of other industrial nations.\u003cbr/\u003eThe US delegation immediately opposed any inclusion of such numbers, complaining they would \"drive the negotiations in one direction.\"\u003cbr/\u003eThe Americans early on Friday submitted amendments that would introduce the idea of voluntary cutback programs.\u003cbr/\u003eThe Europeans and others showed little enthusiasm for this \"voluntary\" approach, and environmentalists denounced it as an effort to subvert the UN climate treaty process.\u003cbr/\u003eThe European Union stuck to its position, and threatened to withdraw from separate US-led climate talks if Bali didn't endorse the numbers, which advocates dubbed a \"destination\" for the \"Bali roadmap.\"\u003cbr/\u003eThe draft final document also calls for developing countries to take new steps toward restraining growth in their emissions. \u003cbr/\u003eThe exemption of such fast-growing economies as China's and India's from the Kyoto pact was a major US complaint.\u003cbr/\u003eIn the closed backroom talks, the Europeans were said to be putting pressure on China to accept language pointing towards further non-binding commitments. \u003cbr/\u003eSuch actions by China, Brazil and others would be key to winning broad acceptance of deeper cuts among richer nations.\u003cbr/\u003eVarious protests were staged outside the conference on Friday, one protest involved demonstrators dressing up as polar bears while another involved the handing over of a petition signed by an alleged two (m) million people across the world in support of urgent action on climate
