Everyone is talking about this deck of cards, the 55 ... I don't know how they got 55 instead of 52, but in fact we have a list of some 200. That original list was purposely kept low at the outset because we wanted to separate the worst people from the regime, hoping that others would come forward and indeed that has happened.  But our actual list is much larger than the 55 and we keep picking people off everyday, mostly sometimes it's at a checkpoint trying to get into Syria. Sometimes it is scooped up with a group of other people. But in at least half the cases it's because someone points them out: 'look down the street, there is someone you want to talk to'. Increasingly a number of humanitarian people, who are only allowed to deal in emergency situations, are saying: 'well, we are leaving because there is not an emergency.' The water problems have been fixed, the food is adequate and the like. But we need to continue that process, first of seeing that everything is secure, then seeing that the basic needs are met - food, water - and then the next step is to see that the Iraqi people begin to be involved in their communities and the development of a national government. And the way that is happening is that there are in a number of places joint patrols taking place for security. There are Iraqis working with American and British military forces. In some cases, they are actually forming town councils and beginning that process. I guess it was Jefferson who said you don't go from despotism to freedom on a feather bed and anyone who thinks it is easy is wrong, it is hard. And we saw that in eastern Europe, in the bumps in what left, the remnants of the former Soviet Union. And we know that, it isn't easy. Pan view of interview \u003cbr/\u003eUS Defence Secretary Donald Rumsfeld said on Thursday that Iraqis would be free to form their own government -so long as it was not an Iranian-style theocracy.\u003cbr/\u003eIn an interview with The Associated Press, Rumsfeld said: \"If you're suggesting, how would we feel about an Iranian-type government with a few clerics running everything in the country, the answer is: That isn't going to happen.\"\u003cbr/\u003eSpeaking in his Pentagon conference room, Rumsfeld also said that US and British forces were searching for many more former members of the Saddam Hussein regime than the 55 on a \"most wanted\" list.\u003cbr/\u003eHe said the US Department of Defence had a list of about 200 that was purposely kept low so as to separate the worst people from the regime.\u003cbr/\u003eRumsfeld said more of the top 55 have been captured in the past day or so than had been made public. \u003cbr/\u003eHe said their identities would be revealed as soon as they were confirmed through interrogation or other means.\u003cbr/\u003eRumsfeld, who is scheduled to visit Iraq soon, painted a mostly optimistic picture of progress in stabilising the country and moving it in the direction of establishing a new government.\u003cbr/\u003eAs evidence of progress, he said humanitarian aid groups which specialise in emergency care were now leaving Iraq \"because there is not an emergency\" in terms of food and water supplies.\u003cbr/\u003eHe would not predict how long US and allied military forces would remain in Iraq.\u003cbr/\u003eRumsfeld urged caution and patience as Iraq establishes first an \"interim authority\" in Baghdad, to be followed by a full-fledged government and a mechanism for drafting a national constitution.\u003cbr/\u003eThe US Secretary of Defence also quoted Thomas Jefferson: \"You don't go from despotism to freedom on a featherbed.\"\u003cbr/\u003eHe said there would be the beginning of an interim authority soon, adding: \"it was little early to be impatient about it, so I can't be impatient, although the natural thing is to be impatient about it.
