Wide of conference ending \u003cbr/\u003eCharges of fraud in Afghanistan's presidential election were extensive enough that they could sway the final result, the commission investigating the complaints said on Sunday.\u003cbr/\u003eThe independent Electoral Complaints Commission (ECC) had received 225 complaints since polls opened last Thursday, including 35 allegations that were material to the election results, according to Grant Kippen, the head of the United Nations-backed body. \u003cbr/\u003eThe figures included complaints about both the presidential balloting and provincial council polls.\u003cbr/\u003eAt a news conference in Kabul, Kippen said the final election result could not be officially certified until the \"top priority complaints\" had been dealt with.\u003cbr/\u003eThe most common complaint in the 35 high-priority allegations was ballot box tampering, he said. \u003cbr/\u003eKippen added that the number of claims was likely to grow.\u003cbr/\u003eThe commission has only received complaints filed at provincial capitals and Kabul so far and is still waiting for complaints that were filed at polling sites.\u003cbr/\u003eThe country's election commission however defended the election process and sought to reassure voters that there would be no instances of fraud as final results were published.\u003cbr/\u003eIn Kabul, the government's chief electoral officer, Daoud Ali Najafi, said that five copies of the final results had been made by the Election commission as a \"guarantee.\"\u003cbr/\u003e\"The election commission can reassure all the candidates and all of you that all the result copies will be included in the final result and there will be no doubt that no fraud will happen,\" Najafi told a news conference.\u003cbr/\u003eMillions of Afghans voted in the country's second-ever direct presidential election, although Taliban threats and attacks appeared to hold down the turnout, especially in the south.\u003cbr/\u003ePresident Hamid Karzai's top challenger, former Foreign Minister Dr. Abdullah Abdullah, widened allegations of fraud against Karzai and his government on Sunday, saying ballots marked for Karzai were coming in from volatile southern districts where no vote was held, and that turnout was being reported as 40 percent in areas where only 10 percent of voters cast ballots.\u003cbr/\u003e\"We don't have a full picture, so talking about the the percentages will not be right. independent election officials at polling stations trying to influence the way people voted. \u003cbr/\u003eThat group, the Free and Fair Elections Foundation of Afghanistan, also catalogued violations such as people using multiple voter cards so they could vote more than once, and underage voting.\u003cbr/\u003eMeanwhile, the US special envoy to Afghanistan on Sunday said allegations of vote rigging and fraud were to be expected, but urged observers to wait for the official complaints process to run its course before judging the vote's legitimacy.\u003cbr/\u003eSpeaking from the western city of Herat, Richard Holbrooke said the US government would wait for rulings from Afghanistan's monitoring bodies before trying to judge the legitimacy of the vote.\u003cbr/\u003eThe US diplomat has been in Afghanistan observing the vote, following a trip to Pakistan last week.\u003cbr/\u003eThe first preliminary results will not be released until Tuesday, and final certified results won't come until next month. \u003cbr/\u003eIf neither Karzai nor Abdullah gets 50 percent of the vote among a field of some three dozen candidates, then they will go to a runoff, probably in
