Mbeki entering his car\u003cbr/\u003eZimbabwe's opposition leader said on Friday that four days of \"intense\" negotiations have failed to break the deadlock in power-sharing talks and called for intervention by regional and African leaders.\u003cbr/\u003eThe Leader of the Movement for Democratic Change (MDC) Morgan Tsvangirai addressed reporters after talks with President Robert Mugabe ended late on Friday evening without resolving the impasse that has left Zimbabwe rudderless.\u003cbr/\u003eFormer South African President Thabo Mbeki has been mediating talks since Tuesday.\u003cbr/\u003eMbeki brokered a September 15 deal between Mugabe and Tsvangirai to form a unity government. \u003cbr/\u003eThe MDC narrowly won the March parliamentary elections.\u003cbr/\u003eBut the formation of the new government has been delayed over disagreements on the allocation of Cabinet posts. \u003cbr/\u003eThe opposition has accused Mugabe of trying to hold onto too many key posts and attempting to make their position \"meaningless,\"  in the coalition government.\u003cbr/\u003e\"Regrettably, after four days of intense negotiations we have failed to agree on the first key issue which is the allocation of key portfolios and therefore a deadlock has been declared,\" Tsvangirai said.\u003cbr/\u003eMugabe, who left the Harare hotel where talks have been taking place a little later, did not seem downbeat about the outcome and said his party would make a detailed statement on Saturday.\u003cbr/\u003eLeaving some time later, Mbeki struck a note of optimism and said talks had not failed and were \"continuing.\"     \u003cbr/\u003eHe said the parties would attend a meeting of the Southern African Development Community (SADC) in Mbabane, Swaziland on Monday to report on progress in the negotiations.\u003cbr/\u003eMbeki praised the leaders for their commitment in trying to reach an agreement and said a solution to their differences could be found.\u003cbr/\u003eThe former South African president said that he believed there was an easy solution to the issues of disagreement and all that was needed was time.\u003cbr/\u003eUnder the deal signed, Mugabe's party was to have 15 Cabinet posts, Tsvangirai's 13 and the minor opposition faction led by Arthur Mutumbara was to have three.\u003cbr/\u003eLast weekend Mugabe unilaterally claimed the most powerful posts for his own party in a move widely condemned as power-grabbing.\u003cbr/\u003eTsvangirai said on Friday that the parties needed to embrace the \"principle of equitable power-sharing\" if a new government was to work.\u003cbr/\u003eHe said proposals presented by Mugabe's ZANU-PF party were not \"equitable\" and therefore not acceptable to his Movement for Democratic  Change.\u003cbr/\u003e\"We are concerned there is an attempt to reduce the MDC to a meaningless position in the coalition government,\" he said.\u003cbr/\u003eTsvangirai called on SADC and the AU (African Union) to help find a way forward in the negotiations, adding he hoped a meeting of the regional security organ on Monday would address the crisis.\u003cbr/\u003eWithout a political agreement, the economic and humanitarian crisis in Zimbabwe has deepened. \u003cbr/\u003eInflation is at 231 (m) million percent and the UN (United Nations) estimates that 45 percent of Zimbabwe's population, or 5.1 (m) million people, will need food help by early 2009.\u003cbr/\u003ePoliticians and generals who have long depended on Mugabe's patronage are believed to be balking at losing their jobs. Tsvangirai, too, is under pressure. \u003cbr/\u003eThe international community is unlikely to unlock much-needed aid and investment if Tsvangirai is seen as giving up too much, and his supporters at
