Wide of people sorting ballots\u003cbr/\u003eSerbian voters passed a 50 per cent turnout requirement an hour before polls closed on Sunday in a two-day referendum on a new constitution reasserting Serbia's claim over Kosovo, independent observers said.\u003cbr/\u003eZoran Lucic, an official of the Belgrade-based CeSID monitors, said an estimated 50.05 per cent of eligible voters cast ballots by 7 p.m. (1800 GMT), predicting the final turnout could reach about 55 per cent.\u003cbr/\u003eLucic gave no immediate assessment whether a majority of Serbia's 6.6 (m) million electorate had cast a 'yes' vote for the new charter, whose key point declares Kosovo an \"integral part of Serbia\" despite ongoing UN-brokered talks on the province's future status.\u003cbr/\u003eEarlier, the state Electoral Commission said the turnout by 6 p.m. (1700 GMT) was 47.03 per cent on Sunday, the final day of voting on the document.\u003cbr/\u003eAs polls began closing, the opposition Liberal Party claimed \"massive fraud\" was taking place at polling stations in the final hours of voting, with individuals voting several times and without identification papers. \u003cbr/\u003eEarlier on Sunday, Prime Minister Vojislav Kostunica issued a final appeal to all voters \"who hold Serbia in their hearts\" to head to the polls and back the new constitution, warning of \"unforeseeable consequences\" if it is not voted in, the premier's spokesman Srdjan Djuric said.\u003cbr/\u003e A massive government campaign in Serbia to say 'yes' to the document had continued into Sunday, with ads flashing at the top of television screens on the state-run broadcast station, calling on people to vote in favour of the draft constitution.\u003cbr/\u003eThe draft is a 206-article document offered as consolidating democracy and the rule of law in the Balkan country.\u003cbr/\u003eBut the focus - and the expected lure for Serb voters - has been the preamble seeking to prevent a possible secession of the disputed southern province.\u003cbr/\u003eIndependence-seeking ethnic Albanians form 90 percent of the population in Kosovo, which has been under UN administration since 1999, when US-led NATO air strikes halted a Serb crackdown on the separatists.\u003cbr/\u003eThe referendum has been strongly condemned by the ethnic Albanians, who have long boycotted any ballot under Serb auspices. The government in Belgrade did not even invite them to take part in this weekend's vote.\u003cbr/\u003eWestern diplomats have warned that only the international negotiations can decide on Kosovo's future, but the Belgrade politicians believe that adopting the new constitution would bolster their position in the talks.\u003cbr/\u003eSerbs cherish Kosovo - which today is home to a dwindling Serb community of 100,000 - as their historic heartland.\u003cbr/\u003eGovernment opponents and nongovernmental organisations have criticised the charter as hastily drafted and flawed on issues such as independence of the judiciary, equal rights for minorities and autonomy for local governments.\u003cbr/\u003eThe pro-Western Serbian President has defended the charter as a break with the era of the late autocrat Slobodan Milosevic. \u003cbr/\u003eTadic also said the new constitution could propel Serbia toward coveted membership in the EU and NATO.\u003cbr/\u003eThe need for a new constitution arose in June after Montenegro - Serbia's last partner from the former Yugoslav federation - declared independence and left Serbia on its own for the first time since
