Cutaway of Ambassador Nguyen and others in crowd\u003cbr/\u003eUS President George W Bush has signed into law a bill that extends normal trade relations with Vietnam and provides trade benefits to nations of sub-Sahara Africa, Haiti and four Andean countries.\u003cbr/\u003eIn signing the bill on Wednesday, Bush said trade was \"an engine of economic growth\" and the best way to increase global prosperity was \"to open markets to free and fair trade.\"\u003cbr/\u003eBush also said amazing changes were under way in Vietnam and he hoped that economic reform would encourage political reform in the communist-ruled Asian nation.\u003cbr/\u003eThe trade provisions were part of a larger bill that dealt with taxes, health and other domestic social provisions that the Republican controlled Congress passed during the final minutes of its session this month.\u003cbr/\u003eBush pushed hard for approval of the trade legislation before opposition Democrats, who are more sceptical about trade, take control of Congress in January. They are expected not to renew Bush's authority to negotiate trade deals when it expires on 1 July .\u003cbr/\u003eThe trade section of the bill drew opposition, especially in the House of Representatives, from members from states with strong textile industries. \u003cbr/\u003eStill, it was passed by a sturdy 212 votes to184, or 54 percent.\u003cbr/\u003eOpponents were concerned not only about Vietnam's textile industry but also by the re-exportation of largely Chinese textiles sewn in the African countries and especially in Haiti.\u003cbr/\u003eEight senators from the solidly Republican South wrote in a letter to party leaders that their states already had lost 100-thousand textile jobs under trade agreements, and they opposed the Haiti provision \"as forcefully as possible.\"\u003cbr/\u003eThe Vietnam provision removes a final glitch from that country's entry into the World Trade Organisation, which takes effect on 28 December.\u003cbr/\u003eWithout the permanent normal trade relations with Vietnam that the bill provided, the United States would have been ineligible to enjoy WTO benefits in its dealings with one of Asia's fastest-growing economies. Likewise, the benefits would not have extended to Vietnam for its trade with the United States.\u003cbr/\u003eWTO membership lowers tariffs and other trade barriers and regulates trade in other ways. Members who cheat can be punished under WTO rules.\u003cbr/\u003eThe Andean section extends by six months existing trade preferences in effect with Colombia, Bolivia, Ecuador and Peru.
