Mid shot as Addington walks away\u003cbr/\u003eFormer and current Bush administration officials sparred with House Democrats during a Capitol Hill hearing, on Thursday, over whether discredited Justice Department legal opinions led to the unlawful torture of military and CIA detainees.\u003cbr/\u003eUS Vice President Dick Cheney's current Chief of Staff, David Addington, was forced to testify on Capitol Hill over the Bush Administration's harsh interrogation policies, while former Department of Justice attorney John Yoo attended voluntarily.\u003cbr/\u003eNow a law professor at the University of California-Berkeley, Yoo has written a book and has spoken regularly in defence of his legal opinions. \u003cbr/\u003eAddington, by contrast, has not previously appeared before Congress to discuss his role in setting aggressive interrogation policies.\u003cbr/\u003eThe Chairman of the Judiciary's subcommittee on on the Constitution, Civil Rights, and Civil Liberties, New York Congressman Jerrold Nadler, opened the hearing by declaring \"I think it does not go too far to say that this nation and our standing as the leading exponent of human rights and human dignity have been besmirched by the policies of this administration.\"\u003cbr/\u003eIn a sometimes heated exchange Addington refused to answer when Nadler asked specifically about whether a president could authorise torture.\u003cbr/\u003e\"I don't agree or disagree with it Mr Chairman. You do have attorneys of your own to give you legal advice\" he said.\u003cbr/\u003eAddington did say though that he was briefed by John Yoo about the work he was doing at the Department of Justice, on what would become a controversial August 2002 memo that said harsh interrogation techniques were permissible.\u003cbr/\u003eOne Republican Congressman, Trent Franks, defended the Bush administration policies as necessary \"severe interrogations\" that had garnered useful information in preventing extremist attacks.\u003cbr/\u003eIn contrast to Addington, Yoo appeared to be conciliatory.\u003cbr/\u003eBut he said he was ordered by the Justice Department not to discuss details of his conversations with other executive branch officials. \u003cbr/\u003eFrustrated by those limits, committee members constantly cut off Yoo and testily accused him of wasting time and dodging questions.\u003cbr/\u003eHe was repeatedly asked whether a US President could order a suspect to be buried alive.\u003cbr/\u003eYoo finally answered: \"Mr Chairman, my view right now is I don't think a president ... No American president would ever have to order that or feel it necessary to order that.\"\u003cbr/\u003eAddington appeared to enjoy arguing with members of the subcommittee as he maintained that America remains under threat of attack.\u003cbr/\u003e\"No American should think we are free, the war is over, al-Qaida is not coming - because that is wrong\" he said.\u003cbr/\u003eCritics of the Bush administration's interrogation policies have said Addington headed the changes in legal analysis that allowed the tougher interrogations.\u003cbr/\u003eAs the hearing ended, Chairman Nadler asked if both witnesses would be available for follow-up questions.\u003cbr/\u003eAddington told the hearing that he would only reappear if he was subpoenaed again while Yoo indicated he would be able to
