Wide people leaving presser \u003cbr/\u003eMinisters attending the International Monetary Fund and World Bank meeting in Dubai on Sunday expressed \u003cbr/\u003e\"disappointment\" at the collapse of WTO talks in Cancun, Mexico, earlier this month, according to British Chancellor of the Exchequer Gordon Brown, who chaired the meeting.\u003cbr/\u003eInternational Monetary and Financial Committee (IMFC) members agreed on \"the importance to all countries of open \u003cbr/\u003emarkets and fair access and the reduction of trade-distorting subsidies in all areas, notably in agriculture,\" Brown told a news conference.\u003cbr/\u003eThe IMFC issued a communique after its one-day annual meeting called for a speedy resumption of the Doha Round of global trade liberalisation talks under the World Trade Organisation (WTO).\u003cbr/\u003eBrown said a letter had been sent to heads of state, finance and trade ministers calling on all sectors to focus on the issues of trade barriers and agricultural subsidies that were largely blamed for the Cancun talks ending in failure. \u003cbr/\u003eAs for the reconstruction of Iraq, the IMFC agreed that it  \"looks forward to the donors conference in Madrid next month based on a comprehensive needs assessment involving the World Bank and the IMF,\" the communique says.\u003cbr/\u003eDespite the lack of security, Iraq's interim government announced plans on Sunday to open all sectors of its economy except oil and minerals to foreign investors and to institute an income tax next year. \u003cbr/\u003eIraqi Finance Minister Kamil Mubdir al-Gailani unveiled the plan in Dubai, during the IMF and World Bank annual meetings.\u003cbr/\u003eUnder the plan, foreign banks will be allowed to enter Iraq, with some restrictions, and foreigners will be permitted to lease property for up to 40 years but not own it. \u003cbr/\u003eThe new policies mark a sharp departure from the tight economic controls that were in place for years under Saddam's one-party rule that lasted for three decades until he was toppled in April.\u003cbr/\u003eAl-Gailani also announced a 15 percent maximum tax rate for individuals and corporations starting January 1 and a five percent reconstruction surcharge on all imports except for humanitarian goods. Most personal incomes were not taxed under Saddam.\u003cbr/\u003eU.S. Treasury Secretary John Snow applauded the blueprint for a new Iraq economy as \"policies that make sense ...that offer real
