It should go officially to them with Iraqi stamps.  We will send a well-structured letter to the Security Council and the Secretary-General.  We give them this portion from there.  This structured letter should be nationally prepared to tell them that we are one nation.  We see that Palestinian people are part of the Iraqi people.  Palestinians are now a besieged like the Iraqi people are.  This is our money and we would like to give part of it to Palestinian people to support their national cause and they have a legal right to defend their land according to the United Nations charter.
