Various of patriarch leaving booth and being driven away\u003cbr/\u003eSerbians voted for a second day on Sunday, on a new constitution that reasserts the nation's claim on Kosovo, the breakaway province whose future status is under negotiation at UN-brokered talks.\u003cbr/\u003eThe Serbian government says the proposed constitution consolidates democracy and the rule of law in the Balkan country, which hopes to restart stalled membership talks with the European Union. \u003cbr/\u003eBut the focus has been on the preamble's declaration that predominantly ethnic Albanian Kosovo is an \"integral part of Serbia.\"\u003cbr/\u003eWhile 90 percent of the people in Kosovo are now Albanians, ethnic Serbs consider the region to be the cultural and historic heartland of Serbia.\u003cbr/\u003eKosovo Albanians have rejected the Serbian government's offer of broad autonomy, and are seeking independence at negotiations on the area's future status initiated by Western powers and Russia.\u003cbr/\u003eMore than 8,000 polling stations opened throughout Serbia, including in Serb-populated parts of Kosovo, where some 100,000 ethnic Serbs live.\u003cbr/\u003eA relatively low turnout marked the first day of voting in Serbia.\u003cbr/\u003eReferendum authorities said 17.8 percent of voters had cast ballots by late Saturday afternoon, but no predictions were made about the possible overall turnout.\u003cbr/\u003eTurnout is crucial because a majority of Serbia's 6.6 million registered voters must cast a \"yes\" vote to adopt the constitution, which was approved overwhelmingly by parliament. \u003cbr/\u003e\"Some people are sick, some are not very happy with the proposition. Life is hard in Serbia, many have lost hope that things will improve,\" said one voter, commenting on why turnout appeared to be low.\u003cbr/\u003eBut the aged patriarch of the country's influential Christian Orthodox Church, Patriarch Pavle, was one of those who turned out on Sunday to cast a vote.  \u003cbr/\u003eOn Thursday, Patriarch Pavle and Prime Minister Vojislav Kostunica had jointly urged the nation to vote saying the new constitution would be \"for the good of Serbia\" and represent the \"best defence of Kosovo.\" \u003cbr/\u003eSome of Sunday's voters voiced optimism regarding the referendum result.\u003cbr/\u003e\"I think that everything is going to be good. I expect success for the referendum. I hope for it,\" said one.\u003cbr/\u003eA local newsagent remarked that the event appeared to be unusually low key.\u003cbr/\u003e\"People are not commenting on the referendum at all. It is very calm, like nothing is happening,\" she said.\u003cbr/\u003eThe proposed charter has been criticised by several liberal groups and non-governmental organisations in Serbia as hastily drafted and flawed on issues such as independence of the judiciary, equal rights for minorities and autonomy for local governments.\u003cbr/\u003eThe need for a new constitution arose in June after Montenegro, Serbia's last partner from the former Yugoslav federation declared independence and left Serbia on its own for the first time since 1918.\u003cbr/\u003eKosovo's ethnic Albanian majority was left off the voter lists purportedly because it boycotted previous elections conducted under Serbian auspices.\u003cbr/\u003eKosovo has been under UN administration since 1999, when a US-led NATO bombing  campaign forced Serbian leaders to halt a crackdown on ethnic Albanian separatists and hand over control of the region.\u003cbr/\u003eWestern diplomats have warned that only the international negotiations can decide on Kosovo's future, but the Belgrade politicians believe that adopting the new constitution would bolster their position in the
