It's hot, dry and there isn't enough for everyone.\u003cbr/\u003eThis is the situation for millions of Delhi's residents, suffering daily water shortages as the city falls short in meeting demand each day.\u003cbr/\u003eLike almost a quarter of Delhi's citizens, the residents of this settlement in Vasant Kunj are totally dependent on tanker deliveries for their water supply. \u003cbr/\u003eEach day, 900 government tankers try to get water to almost 3 million people. The tanker schedule is erratic, the wait can be long.\u003cbr/\u003eThis is all the water Fatima says she has for the week, kept in five containers by her bed. She and the rest of her family must use this water for everything - cooking, cleaning, bathing and drinking.\u003cbr/\u003e\"In one week we use 200-300 litres. We have to make do with that,\" she says.\u003cbr/\u003eFor some perspective, the average American family of four uses 1500 litres per day. Fatima and her husband and child have about 50 each.\u003cbr/\u003eHer case is extreme but not unusual. Delhi's government water supply is failing to meet demand by more than 160 million gallons a-day - just a fifth of what's needed. \u003cbr/\u003eAnd unusually, in a city known for its sharp inequalities, the water shortage is a problem shared by both rich and poor.\u003cbr/\u003eA few miles up the road from Fatima's slum, in a leafy middle-class neighbourhood, water pre-occupies residents almost as much.\u003cbr/\u003eMost neighborhoods in south Delhi only have water for an hour each day, so at 7am people rush to fill their personal tanks when the municipal supply flows. After that, you have to rely on your tank for the day. Apartments here can go for 200,000 dollars, but everyone rations water. Every tank is locked - nobody wants to risk having their water stolen.\u003cbr/\u003eLike everyone here, Indira Ram obsessively watches the water level in her tanks, knowing that careless use could leave her and her family without water for the day.\u003cbr/\u003e\"I monitor. I monitor very strictly. And not just myself- I keep an eye on all the people at home, any maids who come to work here. I monitor everybody,\" she says.\u003cbr/\u003e\"We run out of water if you're not careful. I could run out of it today.\"\u003cbr/\u003eDelhi has had water troubles for decades, but the situation has become critical as millions of new residents have flooded in, mostly settling chaotically around the city in shanty towns. \u003cbr/\u003eToday 40% of India's capital is made up of these unplanned settlements, most of which are without basic infrastructure, including water pipes and sewage systems.\u003cbr/\u003eDelhi's water board says the rapid spread of unplanned settlements has outstripped its ability to lay new pipelines, even as its existing water and sewage system has been strained beyond capacity.\u003cbr/\u003eThe board's CEO, Vijay Kumar, says Delhi simply doesn't have enough water.\u003cbr/\u003e\"Once we are in position to commission the entire infrastructure, water supply will be more equitably managed, it will be more rationalised,\" he says. \u003cbr/\u003e\"But what is crucial is, we should be able to get additional water also.\"\u003cbr/\u003eBut most water experts dispute this. \u003cbr/\u003eHimanshu Thakkar, who runs the NGO, South Asia Network on Dams, Rivers \u0026amp;amp; People, says Delhi is better off than many other cities that don't suffer shortages.\u003cbr/\u003e\"If you look at per capita water availability it is better than most European cities, it is better than Singapore, Korea, and a number of such south Asian cities also. So Delhi is a privileged city in water use,\" he says.\u003cbr/\u003e\"Delhi should not be getting anymore water from any source outside Delhi. Delhi should be asked to put its house in order in terms of the water resources within Delhi.\"\u003cbr/\u003eCritics and insiders at the water board say the water board is squandering its resources. Millions of litres are lost through wastage and unequal distribution around the city. The water board itself estimates 40% of what it supplies each day runs into the ground.\u003cbr/\u003eDelhi is not only wasting its water, the city's waste is also poisoning its major source of it. The Yamuna river, which supplies roughly 40% of the city's water, is so polluted that large stretches of the river are unusable as drinking water, even after treatment. \u003cbr/\u003ePublic health officials have declared this river \"dead\", meaning no living thing can survive in it.\u003cbr/\u003eThe water board acknowledges these problems, but still insists the only solution is more water from neighboring states. But most water experts - and the other state governments - say it's time the city's authorities were more efficient.\u003cbr/\u003eAcknowledging that its pipes won't reach many areas for years, Delhi's water board has begun experimenting with more innovative solutions. \u003cbr/\u003eA private company, Sarvajal has been commissioned to install 13 so-called \"water ATMs\" in Savda Ghevra, a resettlement town in north Delhi unlikely to see piped water in the next 5 to 10 years.\u003cbr/\u003eThese ATMs are basically pay-per-use water dispensers, set up on several blocks around town. Residents are given a smartcard with 20 complimentary litres, after which they have to pay a low rate of 30 paise, or about 5 cents per litre.\u003cbr/\u003eAnuj Sharma, coordinating officer for Piramal Sarvajal, helps manage the project:\u003cbr/\u003e\"Not every family can actually buy a domestic purifier, right? They cannot afford it. Obviously packaged drinking water is way too expensive and is a not very affordable option for these people,\" he says. \u003cbr/\u003e\"So what you do is, you provide water at pay-per-use basis, which is purified here in the vicinity where they live and is available 24 by 7.\"\u003cbr/\u003eWater taken directly from the ground is treated by a miniature treatment plant, guaranteeing it as safe to drink. The water is then delivered to the ATMs where people can draw from them whenever they need, meaning they don't have to wait for tankers. It can transform people's lives.\u003cbr/\u003eLakhshmi uses the water for drinking, supplementing the tanker water.\u003cbr/\u003e\"There are many advantages. We don't fall sick, it's good water to drink. It's cheap too.
