Wide empty street in Akhmaji \u003cbr/\u003eGeorgia announced on Wednesday it will reduce diplomatic ties with Russia, according to the Georgian State Minister for Reintegration.\u003cbr/\u003eTimur Yakobashvili said Georgia would reduce its diplomatic ties with Russian Federation to a \"possible minimum, which means that we will downgrade to the level of envoys and we will have only two diplomats working in Russia.\"\u003cbr/\u003eHe added that Georgia would keep the Consular section \"as we have large number of Georgian population in the Russian Federation.\"  \u003cbr/\u003eIt was unclear how many diplomats would remain in Moscow permanently, if any. A Foreign Ministry official said that hasn't been decided.    \u003cbr/\u003eFollowing the conflict which engulfed the region, life in the battle-scarred central Georgian city of Gori  is slowly returning to normal. \u003cbr/\u003eThe local municipality is beginning to repair damaged power lines allowing the public transport trolley service to operate again.\u003cbr/\u003eOne municipal worker says he thinks the service should be operating in two days time.\u003cbr/\u003eBut internally displaced people (IDPs) are still arriving in the city.  Many say they are fleeing violence from South Ossetian militia in their villages. \u003cbr/\u003eTsiala Tseretely, from the village of Ergneti, which borders South Ossetia, said she fled her house two days ago.\u003cbr/\u003e\"I have no shelter, no house here. I have already told everyone that they are beating us, trying to kill us. It does not matter whether you are child or woman,\" she said.\u003cbr/\u003eThe United Nations has estimated that nearly 160,000 people were uprooted by the fighting in Georgia.\u003cbr/\u003eBut in a string of villages along Georgia's border with South Ossetia a tense stand-off between Georgian authorities and South Ossetian militias continues to impede any return to normality. \u003cbr/\u003eSome local villagers alleged they have experienced assaults by South Ossetians who they say are engaging in drunken rampages, looting and threatening residents.\u003cbr/\u003eThe village of Akhmaji, just one kilometre from the border with South Ossetia, is nearly abandoned. \u003cbr/\u003eResidents there say most of their neighbours have fled, fearful of what they described as \"violent rampages\" by their South Ossetian neighbours. \u003cbr/\u003eAt a checkpoint on the road into South Ossetia military observers from the Organisation for Security and Cooperation in Europe (OSCE) patrol the tense border area. \u003cbr/\u003eOne local man Carlo Lichiani has stayed on in the village of Akmaji to tend his animals which include pigs, goats and rabbits. \u003cbr/\u003eHe says a only handful of his neighbours remain, protecting their modest holdings and possessions. \u003cbr/\u003eLichani says he has also stayed on to protect his mother who refuses to evacuate to a camp for the internally displaced in a safer part of Georgia. \u003cbr/\u003e\"Now we are living fine. They are not doing anything wrong now, but who know what will happen in the future,\" he says.\u003cbr/\u003eGeorgian authorities say they are negotiating with the South Ossetians to defuse the situation but Georgian police and South Ossetian militias remain in an armed stand-off.\u003cbr/\u003eRussian tanks and troops poured into South Ossetia on 8 August after Georgia launched a barrage against the breakaway region's capital, then drove deep into Georgia proper.\u003cbr/\u003eThe Russian forces pulled back on Friday in what Moscow claims was fulfilment of a European Union-brokered cease-fire. \u003cbr/\u003eHowever, Georgia and its Western allies say Russia is not yet in full compliance.\u003cbr/\u003eRussian President Dmitry Medvedev recognised the independence of South
