That's virtually identical to Canada's own target, so we may make some minor adjustments, but that will essentially be our target. Mid of summit security outside complex entrance\u003cbr/\u003eSri Lanka lost its bid to host the next Commonwealth Heads of Government Meeting (CHOGM) after members raised objections over the treatment of its Tamil minority, Canadian Prime Minister Stephen Harper said on Sunday.\u003cbr/\u003eSpeaking from Port of Spain, in Trinidad and Tobago where the 53-nation Commonwealth leaders are meeting for their biennial summit, Harper said leaders agreed Sri Lanka should not hold the biennial meeting in 2011, but could host it in 2013.\u003cbr/\u003eInstead, Australia will host the 2011 meeting.\u003cbr/\u003eHarper told reporters on Sunday during a news conference the delay will give Sri Lanka time to improve conditions and give the country \"plenty of time to get on a path towards genuine political reconciliation and broad-based multi-ethnic participation in their democracy.\" \u003cbr/\u003eGovernment troops routed Tamil rebels in May and some 300-thousand Tamils were forced into squalid government camps.\u003cbr/\u003eSri Lanka has said it would release the remaining 136-thousand Tamil refugees from the camps on December 1.\u003cbr/\u003eHarper also commented on a proposed law in Uganda that imposes life imprisonment for homosexual acts and the death penalty for having homosexual sex while HIV positive. \u003cbr/\u003eThe law also sets prison terms for people who do not report known acts of homosexuality.\u003cbr/\u003eHarper said the proposed law was \"not discussed multilaterally\" but Harper said he raised concerns about the proposed law with Ugandan President Yoweri Museveni.\u003cbr/\u003eHarper said he \"indicated Canada's deep concern, strong opposition, the fact that we deplore these kinds of measures.
