Bush, U.S. President: \"One of the threats that faces America is the threat of blackmail as the result of some rogue nation having a weapon of mass destruction. And that not only is a threat to our own land, it's also a threat to a forward-thinking foreign policy. Take for example some nation in the Middle Eastern area developing a weapon of mass destruction and then threatening the United States if we were to move troops into an area to protect an ally. So in other words, the ability to have a weapon of mass destruction not only affects our people living in America, because some of these weapons have not got longer ranges than ever anticipated, but also affects our foreign policy. It could be used as an attempt to isolate America, and we're not going to let that happen. And so one of the things you'll hear us talk about is the need to develop an effective missile defence system. And we do have money in the budget for that.\"\u003cbr/\u003e9. Mid shot of news conference.  \u003cbr/\u003eGeorge Bush has been commenting on the violence in the Middle East,  the controversial upcoming U-N racism summit, and the planned U-S missile defense system. \u003cbr/\u003eSpeaking in Crawford, Texas the president made it clear that both the Israelis and Palestinians needed to work together and make more of an effort  to put an end to the violence.\u003cbr/\u003eThe U-S president stated  that his administration was urging Israel to show \"more restraint\"  while Palestinian leader Yasser Arafat could do a \"better job\" of putting an end to terrorism and that 100 percent effort was needed.\u003cbr/\u003eWhen questioned on the UN racism conference, the president stated unequivocally that  the United States would not participate in such a meeting if Middle Eastern and African nations continue to denounce Zionism as a form of racism.\u003cbr/\u003eThe summit has been the source of much controversy with Britain's chief rabbi, Jonathan Sacks, saying he will boycott the meeting as it it risks succumbing to anti-Israeli bias.\u003cbr/\u003eU-S civil rights activists such as the Rev Jesse Jackson are urging the administration of President George W. Bush to drop its threat to boycott the conference, saying it would be irresponsible for the United states to skip the August 31- September 7 meeting. \u003cbr/\u003eBush also defended budget priorities of his administration, including spending set aside for a new missile defence system.\u003cbr/\u003eSuch a system is needed, he said, because of the possibility that a \"rouge nation\" might use a weapon of mass destruction to blackmail the U-S.\u003cbr/\u003eThe President was joined at the news conference by his choice as America's top general, Air Force General Richard Myers.  \u003cbr/\u003eDuring the wide ranging conference, Bush announced that he is nominating  Myers to be chairman of the Joint Chiefs of Staff. \u003cbr/\u003eHe cited the General's experience as the
