Now since President Clinton's determination on March 1 that the government of Colombia was not cooperating sufficiently with us on counter-narcotics issues, we have been reviewing Colombia's counter-narcotics performance.  And we have been reviewing ways that we can improve the cooperation between our two countries.  I must say that as we go through this review, we have not come to the end or made decisions.  We'll keep in mind that we do have many  options available to us. So, I know the line of reasoning - we've heard it before - and we firmly reject that line of reasoning - somehow, this is some new show of imperialism by the United States.  That's hogwash.
