Bush welcomed the Crown Prince of Spain to the White House on Friday to celebrate the Hispanic Heritage Month.\u003cbr/\u003eThe White House celebration of Hispanic Heritage came just two days after Bush signed a measure that calls for building new fencing along America's southern border.\u003cbr/\u003eOn Wednesday, Bush had stopped off from his Congressional campaign trip to Arizona to sign a homeland security bill.\u003cbr/\u003eThat bill provides over a billion dollars for building a high-tech fence along a 200 mile section of the US-Mexico boarder.\u003cbr/\u003eBush said that as lawmakers debate immigration policy, they need to remember that while enforcing U.S. borders is important, it is only one step in the struggle to stop illegal immigration. \u003cbr/\u003eHe pressed Congress to pass his guest worker programme to legally bring in new foreign workers and give some of the country's illegal immigrants a chance to gain U.S. citizenship.\u003cbr/\u003e\"We must understand that you can't kick 12 million people out of your country - that we must figure out a way to say to those that if you're lawful and if you've contributed to the United States of America,
