Clinton boarding Marine One helicopter\u003cbr/\u003eEnglish/Nat\u003cbr/\u003eWashington has told the United Nations Security Council that U.S. air strikes complied with international law and a state's right to defend itself.\u003cbr/\u003eIn a letter to the council president, Ambassador Bill Richardson defended the military strikes, saying repeated threats by Osama Bin Laden's terrorist organization left\u003cbr/\u003ethe United States with 'no choice but to use armed force to prevent these attacks from continuing.'\u003cbr/\u003eAfter announcing the attack, Clinton cut short his family holiday to return to Washington, on Thursday where he immediately headed to briefings with his national security advisors at the White House.\u003cbr/\u003ePresident Bill Clinton had cut short what was supposed to be a quiet family holiday - much needed after the upheavals of recent days surrounding his sex scandal - to hold a surprise national security briefing.\u003cbr/\u003eDefence Chiefs and State Department Aides were called to the White House for the emergency meeting with Clinton, who ordered the air strikes.\u003cbr/\u003eIt was agreed that the air strikes on terrorist facilities in Afghanistan and Sudan complied with international law and the rights of states to self defence under the U.N. charter.\u003cbr/\u003eWashington passed that information onto the U-N Security Council.\u003cbr/\u003eEarlier in the day president Clinton announced he had given orders earlier in the day for a military strike against sites in Afghanistan and Sudan which are allegedly \"terrorist-related facilities.\" \u003cbr/\u003eAccording to U-S intelligence, the groups based at the sites are believed to have links to the August 7 U-S embassy bombings in east Africa.\u003cbr/\u003eClinton said the action was taken because the terrorists posed a continued threat to U-S security and American citizens.\u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"Good afternoon. We also struck a chemical weapons-related facility in Sudan.  Our target was the terrorists' base of operation and infrastructure. believed to be the headquarters for groups with ties to Saudi millionaire Osama bin Laden, the man U-S intelligence officials believe is behind the embassy bombings.\u003cbr/\u003eClinton said the strike should send a strong message to terrorists like bin Laden that the U-S will not be intimidated by such violence.\u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"Terrorists must have no U-S President\u003cbr/\u003eTargeted were six training camps in Afghanistan and a pharmaceutical plant in Sudan, which the U-S believed was being used to produce agents for chemical weapons.\u003cbr/\u003eThe attacks were carried out at 1730 GMT and took less than an\u003cbr/\u003ehour.\u003cbr/\u003eThe assault was in response to compelling information obtained by the U-S that the groups were planning additional terrorist acts.\u003cbr/\u003eThere were no immediate reports of any casualties in the strike as of yet.\u003cbr/\u003eWhile his exact whereabouts were unknown, bin Laden himself was reported to be unharmed, according to a spokesman for Afghanistan's Taliban rulers.\u003cbr/\u003eAfter his remarks, Clinton departed for Washington, cutting his holiday short to return to the White House to oversee the new military operation. \u003cbr/\u003eThe military strike created a useful diversion for the White House on the very day that former White House intern Monica Lewinsky was back before a federal grand jury providing more testimony about her affair with President Clinton.\u003cbr/\u003eAir Force One touched down at Andrews Air Force Base, bringing the president back to a city still buzzing from his nationally televised confession on Monday over the sexual affair.\u003cbr/\u003eClinton then boarded Marine One, which whisked him off to the White House for a series of briefings with intelligence and military officials.\u003cbr/\u003eLater in the day, President Clinton is expected to explain the attack in a televised address to the American people.\u003cbr/\u003eHe will also inevitably have to respond to tough accusations being raised by some Republicans in Congress that the strike was waged to create a diversion away from the Lewinsky
