Wide of Rudd awarding a scholarship to a student\u003cbr/\u003eAustralian Prime Minister Kevin Rudd met with his Indian counterpart in New Delhi on Thursday, where the two leaders vowed to work together to maximise a successful outcome at the forthcoming climate change meeting in Copenhagen in December.\u003cbr/\u003eSpeaking during a joint presser with Indian Prime Minister Manmohan Singh, Rudd said both India and Australia intend to \"work closely diplomatically to bring about the best outcome given the constraints which now exist.\"\u003cbr/\u003eThe climate conference, set for 7-18 December, is aimed at reaching a new global accord to replace the 1997 Kyoto Protocol to curb emissions of greenhouse gases blamed for global warming.\u003cbr/\u003eBut expectations for a global agreement has been scaled back. At the final round of negotiations in Barcelona that ended last week, the United States was universally seen as the linchpin to a political deal, but it has been unable to present its position or pledge emissions targets because of the slow progress of climate legislation in Congress.\u003cbr/\u003eDespite the likelihood that there will be no final action in the US Congress before the meeting, UN Secretary-General Ban Ki-moon believes there is a real possibility of striking a deal at Copenhagen.\u003cbr/\u003eRudd's comments come during a two-day visit to India, where the twin issues of uranium sales and mounting racial attacks on Indian students in Australia were also discussed.\u003cbr/\u003eThe two issues have become major irritants between the two countries despite fast-growing bilateral trade.\u003cbr/\u003eEarlier on Thursday, Rudd insisted Australia will not sell uranium to India because it has not signed the Nuclear Non-Proliferation Treaty.\u003cbr/\u003eAustralia's refusal to sell uranium to energy-starved India has remained a sticking point ever since the Nuclear Suppliers Group, an informal body that governs global nuclear trade, last year lifted a moratorium on New Delhi.\u003cbr/\u003eDelivering a speech on the future of India-Australian relations at the Indian Council of World Affairs, Rudd said the stance was not intended to \"isolate India on critical nuclear policy concerns, in fact, the reverse is true.\"\u003cbr/\u003eRudd said Australia was an \"an active supporter\" in the Nuclear Suppliers Group of lifting the nuclear moratorium against India.\u003cbr/\u003e\"The government understands that India looks to the day when its ambitious civil nuclear program can include Australian uranium. has refused to sign the nuclear non-proliferation treaty saying it is discriminatory.\u003cbr/\u003eAustralia holds almost 40 percent of the world's known uranium reserves.\u003cbr/\u003eMeanwhile, Rudd also addressed security concerns surrounding Indian students studying in Australia, some of whom have recently been targeted in what is suspected to be racially motivated attacks.\u003cbr/\u003eRudd said he was \"deeply disturbed and disgusted\" by the attacks and that they would \"not be tolerated.\"\u003cbr/\u003e\"They will be dealt with by the full force of the Australian government to take steps to improve the safety and security of Indian citizens.\u003cbr/\u003eThe Rudd government has been keen to strengthen ties with India, one of the powerhouse
