STILL:  Wide shot, British-flagged tanker St. James Park at Tilbury, England reported to have been seized by pirates\u003cbr/\u003eOn December 3rd 2009 a suicide bomber disguised in women's clothing detonated his explosives during a graduation ceremony at an upscale hotel in Somali capital Mogadishu, killing at least 14 people, including three cabinet ministers and two journalists.\u003cbr/\u003eThe attack raised new questions about the ability of Somalia's weak government to control even the small area of the capital it holds. \u003cbr/\u003eAfrican troops protecting the government wage near daily battles with Islamic militants who control much of central and southern Somalia.\u003cbr/\u003eMore than three dozen students had gathered to receive their diplomas at the ceremony at the Shamow Hotel, which sits in the small patch of Mogadishu that is held by Somalia's government.\u003cbr/\u003eThe Somali Information Minister Dahir Mohamud Gelle confirmed that the ministers for education, higher education and health were killed in the blast. The ministers for sports and tourism were wounded.\u003cbr/\u003eNo group immediately claimed responsibility, but suspicion fell upon the militant group al-Shabab, which has ties to al-Qaida and controls much of the country.\u003cbr/\u003eTwo journalists were also killed and two wounded. \u003cbr/\u003eSaudi-owned Al-Arabiya television said its Somali cameraman, Hassan Zubeir, died. \u003cbr/\u003eA second Somali reporter working for a local media outlet also died, said Bashir Khalif, a reporter for the Somali government's radio service.\u003cbr/\u003eIn total, 14 people died, the Somali information minister said. \u003cbr/\u003eHowever, a statement from the African Union's mission in Somalia said 19 people were killed. \u003cbr/\u003eThe reason for the discrepancy was not immediately clear.\u003cbr/\u003eSeveral hundred people had gathered inside a decorated ballroom in the Shamow Hotel to celebrate the graduations of the medical, computer science and engineering students from Benadir University. \u003cbr/\u003eThe school was established in 2002 by a group of Somali doctors who wanted to promote higher education in a country where physicians have become the victims of the seemingly endless violence.\u003cbr/\u003eAttendees were sitting on plastic chairs facing a small stage when the explosion went off.\u003cbr/\u003eThe president of Benadir University said 43 students were taking part in the graduation ceremony on Thursday. \u003cbr/\u003eThe university's Web site says the school has more than 500 students and \"strives to establish an open system of innovation and critical thinking similar to that in the developed countries.\"\u003cbr/\u003eOf the three ministers killed in the blast, one was a woman, Qamar Aden Ali, the health minister. Ibrahim Hassan Adow, the minister for higher education, and Ahmed Abdullahi Wayel, the minister for education, also died.\u003cbr/\u003eThere are 37 ministers in Somalia's government, according to a Web site on the Somali government kept by the CIA.\u003cbr/\u003eSomalia has been ravaged by violence and anarchy since warlords overthrew dictator Mohamed Siad Barre in 1991, then turned on each other. \u003cbr/\u003eA moderate Islamist was elected as president in January in hopes that he could unite the country's feuding factions, but the violence has continued unabated.\u003cbr/\u003eSomalia's lawlessness has spread security fears around the region and raised concerns that al-Qaida is trying to gain a foothold in the Horn of Africa. \u003cbr/\u003eThe anarchy has also allowed piracy to flourish off the country's coast.\u003cbr/\u003eOn December 18th sailors from a Portuguese warship boarded a suspected pirate ship off the coast of Somalia. \u003cbr/\u003eThe crew of the Alvares Cabral identified a ladder, boarding hooks and weapons on a skiff during a patrol in the Gulf of Aden around dawn on Friday, according to naval spokesman Lieutenant Commander Alexandre Santos Fernandes. \u003cbr/\u003eA naval helicopter approached the skiff and fired warning shots but the men threw the equipment overboard.\u003cbr/\u003eSailors from the warship inspected the skiff and ensured there were no weapons or equipment aboard. \u003cbr/\u003eThey then released the men and the skiff with enough fuel to get to Somalia.\u003cbr/\u003eMost warships follow a \"disrupt and deter\" policy rather than arresting suspected pirates and taking them for long and costly trials onshore.\u003cbr/\u003eSomali pirates have launched more than 200 attacks this year against vessels. \u003cbr/\u003eForty-three have been successful, according to the International Maritime Bureau. A successful hijacking can bring (m) millions of dollars in ransom payment.\u003cbr/\u003eOn December 29th pirates seized a British-flagged chemical tanker and a Panamanian-flagged carrier off Somalia's coast and were holding 45 crew members, a maritime official said.\u003cbr/\u003eThe International Maritime Bureau's piracy reporting centre in Kuala Lumpur, said the UK-flagged tanker, St James Park, was the first merchant vessel to have been hijacked in the Gulf of Aden in nearly six months.\u003cbr/\u003eThey said the ship issued a distress message on December 28th, seeking help after it was attacked.\u003cbr/\u003eThe distress call was picked up by the Greek rescue and coordination centre in Piraeus, which in turn relayed the message to the International Maritime Bureau and other agencies.\u003cbr/\u003eThe maritime bureau could not establish communication with the vessel but was informed by the ship's owner early on Tuesday that the tanker has been hijacked.\u003cbr/\u003eThe St James Park set sail from Tarragona, Spain, and was headed for Tha Phut, Thailand. \u003cbr/\u003eThe tanker has 26 crew members from the Philippines, Russia, Georgia, Romania, Bulgaria, Ukraine, Poland, India and Turkey, according to the European Union's anti-piracy force.\u003cbr/\u003eMeanwhile, a hijacked Chinese cargo ship with 25 sailors was released by Somalia pirates and heading back to China on December 29th, a Chinese foreign ministry spokesperson said. \u003cbr/\u003e\"I can tell you that the De Xin Hai is going back to safe areas with the protection of the Chinese Navy. We are expecting they arrive in China as soon as possible,\" Jiang Yu told reporters at the weekly briefing in Beijing. \u003cbr/\u003eChinese State broadcaster showed images of a ship surrounded by naval vessels and surveyed by an armed soldier on a helicopter. \u003cbr/\u003eDe Xin Hai was rescued on Monday, two months after it was seized by pirates off the Somali coast, Chinese state media said.\u003cbr/\u003eThe official Xinhua News Agency said the ship and crew were now under the protection of a Chinese naval fleet after an early morning rescue but didn't say if the ship was retaken by force or if a ransom was paid.\u003cbr/\u003eThe International Maritime Bureau's piracy reporting centre said the latest incidents brought the number of attacks in the Gulf of Aden and off Somalia to 214 this year, with 47 vessels hijacked and 12 still in the hands of pirates with 263 crew.\u003cbr/\u003eSomalia has not had an effective central government since 1991 as regional warlords vie for
