Fifteen officials from the four delegations that make up the quartet met in New York to try to find ways to ease Palestinian frustration. \u003cbr/\u003eThe US was seeking approval from fellow quartet members, as well as from Arab leaders, for an action plan to help the Palestinian people over the next three years. \u003cbr/\u003eForeign ministers Ahmed Maher of Egypt and Marwan Muasher of Jordan offered their governments' support after meeting with US Secretary of State Colin Powell and UN Secretary-General Kofi Annan at Annan's New York residence. \u003cbr/\u003eBut in a two-hour meeting that made some headway on Palestinian reform and assistance, other quartet members  told Powell they supported Arafat and demanded swift progress towards setting up a Palestinian
