Close-up of terrapins in tank\u003cbr/\u003eAs Rome's pet owners began the daily task of caring for their pets on Thursday, many remained unaware that from now on they could face a hefty fine if that care doesn't meet the new standards laid out by the city's authorities.\u003cbr/\u003eUnder a new animals rights bill passed by Rome's city council on Monday, dog owners who fail to take their dogs on regular walks could be fined and practices such as docking a pet's tail or ears are now illegal.\u003cbr/\u003eBreaches of the bill are punishable by fines of up to 500 euros.\u003cbr/\u003eOne dog owner who spoke to APTN was delighted by the new rules. \u003cbr/\u003e\"Finally they are making regulations that respect the rights of animals,\" she said  \u003cbr/\u003eHowever, the new animal rights bill isn't just for dogs. It lists a series of regulations for dogs, cats, fishes and reptiles.  \u003cbr/\u003eGiorgio Rapisarda, who runs a newly opened cat colony in the city is particularly pleased with the change in the law as it will help him protect Rome's cats from anyone who might want to hurt them.\u003cbr/\u003e\"We now have an extra weapon\" said Rapisarda, referring the new laws.  \u003cbr/\u003eAmong the rules, it is now also forbidden to keep fish in round tanks because animal rights activists say it could make them blind and fairs and amusement parks can no longer use goldfish as prizes. \u003cbr/\u003eAt a fish store on the other side of town, a line of round fishbowls are on display, but under the new laws these will have to go.  \u003cbr/\u003eThe store also sells turtles which also now come under the protection of the law. The new regulations protect the rights of \"small mammals\", \"reptiles\" and \"amphibians\".  \u003cbr/\u003eThe new laws are aimed at protecting the hundreds of thousands of pets in the city, but as yet it's not clear how the new rules will be enforced. \u003cbr/\u003eOne major difficulty is that the animals remain unable to assert their new rights themselves. \u003cbr/\u003eHowever, Animal Rights organisations in the city have said they will work to spread the news about the new laws to the city's population and will work with the police to make sure the law is properly implemented.
