Or if you think things like improving health creates the over-population which then makes everything that counts - feeding kids, educating kids, preserving the environment - far more difficult, you wouldn't understand why that's the Gates foundation priority. \"\u003cbr/\u003eGates says GDP per capita figures, adjusted for inflation to 2005 dollars, show that many countries such as China, India, Brazil and even Botswana that were once considered poor now have growing economies.\u003cbr/\u003eAnd in Africa, a place the Microsoft co-founder says is all too often dismissed as hopeless, life expectancy has risen since the 1960s despite the HIV epidemic. \u003cbr/\u003eAlso, more children are going to school and fewer people are hungry.\u003cbr/\u003eGates also argues against claims that foreign aid is wasteful because it is too expensive, because it is stolen by corrupt officials receiving it or because countries who receive it become dependent on it.\u003cbr/\u003eHe says that in Norway, the world's most generous donor of foreign aid, the amount of its budget that goes to foreign aid is only 3 percent. \u003cbr/\u003eIn the U.S., it's less than 1 percent, or about $30 billion per year, of which $11 billion goes to vaccines, bed nets and other health causes.\u003cbr/\u003eGates says he understands why people are cynical of foreign aid, but he thinks most people miss the successes of aid because the failures often get more news coverage.\u003cbr/\u003e\"The idea the government says something really good will happen when we go foreign adventures, and then it just keeps being very tough.
