House floor\u003cbr/\u003eLawmakers in the US House of Representatives in Washington have given overwhelming final approval to legislation allowing US shipments of civilian nuclear fuel to India.\u003cbr/\u003eNow the US Senate will consider the bill - the last step before the measure could be sent to US President George W Bush to sign into law.\u003cbr/\u003eThe vote in the House on Friday was 330-59. The Senate was expected to take up the measure later on Friday, although lawmakers were working into the night on a host of other issues.\u003cbr/\u003eApproval in the Senate appeared likely, which would hand Bush a rare foreign policy victory.\u003cbr/\u003eBush's popularity has plummeted over anger at the war in Iraq, and Democrats stand poised to take control of Congress from Bush's Republican Party when a new session begins in January.\u003cbr/\u003eDespite strong criticism from several lawmakers and from non-proliferation groups, the bill enjoyed strong support from senior lawmakers from both political parties who championed it as a major shift in US policy toward a democratic Asian power that has long maintained what the Bush administration considers a responsible nuclear programme.\u003cbr/\u003eAlthough Bush's signature would change US law, several hurdles loom before India and the United States could begin civil nuclear trade. The Nuclear Suppliers Group, an assembly of nations that export nuclear material, must make an exception in its rules for India.\u003cbr/\u003eIndian officials must negotiate a safeguard agreement with the UN nuclear watchdog, the International Atomic Energy Agency.\u003cbr/\u003eAnother congressional vote must also be staged once ongoing technical negotiations on an overall cooperation agreement are settled between the two governments.\u003cbr/\u003eOpponents said the plan threatened to ruin global efforts to curb the spread of nuclear weapons and technology and sent a bad message to other countries that might be looking to boost their nuclear arsenals.\u003cbr/\u003eThe legislation carves out an exemption in American law to allow US civilian nuclear trade with India in exchange for Indian safeguards and inspections at 14 civilian nuclear plants; eight military plants would be off-limits. \u003cbr/\u003eCongressional action was needed because US law bars nuclear trade with countries, such as India, that have not submitted to full international inspections.\u003cbr/\u003eBowing to pressure from the administration and the Indian government, congressional negotiators watered down provisions in the bill that would have required that Bush certify that India has been cooperating fully on confronting Iran's nuclear programme before allowing civil nuclear cooperation.\u003cbr/\u003eAs written now, the bill would require that the president provide Congress with an annual report detailing India's efforts on
