Bush turned to the Federal Supreme Court to quash the ruling.\u003cbr/\u003eBush's request, filed late Friday night, asked for a temporary delay, or stay, in implementing the Florida court's ruling. \u003cbr/\u003eHis appeal argued the Florida Supreme Court ruling was unconstitutional and said the electoral process could suffer \"material harm\" if the recounts go forward.\u003cbr/\u003eThe Bush appeal to the nation's highest court came as Circuit Judge Terry Lewis told lawyers for the two campaigns in Tallahassee that he had read the Florida Supreme Court's 4-3 ruling and he intended to follow it.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"I'm very concerned with, I guess, the perception of these votes and whether they are going to be done accurately and fairly.  In that respect, I've asked my colleagues here in the Second Circuit to assist in this.  Theoretically, I think you only have the counts; you'll have teams of two that normally  will count.  Normally there's a canvassing board there that'll resolve any questions about whether a vote is or is not a vote - and that's the way I understand this goes.  Those teams of two: I've asked for them to have two judges to act as arbiters,  basically if there's a question,  those judges to resolve that-  not a dispute but a question  - about the ballot. They've declined to do so and I see in that a clear indication that they wish to leave that to the canvassing boards and persons who do that counting, guided only by that principle that's laid out in the opinion.\"\u003cbr/\u003eSUPER CAPTION: Terry Lewis, Florida Circuit Judge\u003cbr/\u003eGore's lawyers wanted the counting to begin immediately, and Bush's attorney suggested a slightly slower approach.\u003cbr/\u003eDevelopments were so fast-paced that Lewis, in convening his evening hearing, told lawyers he hoped one of them would let him know if any of Bush's appeals were granted.\u003cbr/\u003eLewis was assigned to the case after Circuit Judge N.
