Various of Sato cleaning the monument to his mother and wife\u003cbr/\u003eA year after the March 11 2011 tsunami destroyed over 90 percent of houses in the town of Minamisanriku in Northeast Japan, almost nothing has been rebuilt.\u003cbr/\u003eThe pain of unthinkable loss, personal and communal, still runs deep in the area.\u003cbr/\u003eThe tsunami took away loved ones, the means to make a living, and it took away the very heart of the physical town, where people lived, worked and shopped.\u003cbr/\u003eThe only signs of a return to life can be seen in the town's port, where work to replace the destroyed fishing fleet is under way.\u003cbr/\u003eAlthough not the season for salmon fishing, the town's second industry of \"Wakame\" or seaweed farming, a Japanese delicacy, is back in full swing.\u003cbr/\u003eWorking the boiling cauldrons is 71-year-old Takayuki Sato who lost his wife and mother during the tsunami.\u003cbr/\u003eHe watched from high ground as he saw their house washed away. Their bodies were never found.\u003cbr/\u003eAlthough attached by generations of family to his former abode by the sea, Sato accepts an idea gaining popularity in the community - to move to higher ground.\u003cbr/\u003e\"Naturally one revolts against the idea of leaving this place, but after experiencing this disaster, most of us realise that it's no good living here any more,\" he said. \u003cbr/\u003eThe town's Mayor, Jin Sato, is another survivor of the tsunami.  \u003cbr/\u003eFamously he was one of only 10 out of about 30 workers in the emergency control centre building to survive.\u003cbr/\u003eNow reduced to a skeletal red metal frame, the centre stands alone as a shrine to those who did not survive.\u003cbr/\u003eHaving suffered two tsunami in his lifetime, Jin Sato is leading an ambitious plan to relocate the town's residential areas to three separate higher levels.\u003cbr/\u003e\"Like me many people in this town have lost their house twice in the last half century.  With that background, when you tell people that we plan to move to live on higher ground levels, most people agree straight away,\" he told reporters. \u003cbr/\u003eHowever, rebuilding its houses in the surrounding hillsides will take at least  five years as these 'high levels' are nothing but tree covered hilltops at the moment.\u003cbr/\u003eIn the meantime, most of the town's population will have to spend the intervening years in temporary housing, cramped prefabricated buildings placed in school yards and other open spaces.\u003cbr/\u003eIt is clear the town will never return to the cozy, bustling seaside community it once was.\u003cbr/\u003eThis is a town that has been hit by four tsunamis in the last 120 years, including a 1960 tsunami that was triggered by an earthquake in far-off Chile.\u003cbr/\u003eThe March 11 tsunami was far worse, rising to more than 65 feet (20 metres) in some parts of town, and killing 847 people, or about 5 percent of the town's pre-quake population of 17,600. \u003cbr/\u003eAcross the region, the tsunami killed just over 19,000 people and displaced nearly half a (m) million people up and down the coast.\u003cbr/\u003eFisherman Takayuki Sato still climbs the steps to the hillside cemetery, climbing past row after row of tombstones, carrying a bucket of water in each hand to clean his family's gravestone. \u003cbr/\u003eRelatives will gather tomorrow to hold a one-year anniversary service, an important Buddhist rite, for his wife and mother. \u003cbr/\u003eExperts warn that scattering the residential areas will weaken connections between people, particularly the elderly who make up a large chunk of the population. \u003cbr/\u003eBut many townsfolk say a move to the hills is inevitable, even if it will change the town's character.\u003cbr/\u003eIn the three prefectures worst hit by the disaster, the number of people collecting unemployment insurance has shot up 34 percent.\u003cbr/\u003eTakayuki Sato now lives with his son's family in an apartment about 30 minutes inland. \u003cbr/\u003eHe says he doesn't talk much about the disaster with anyone, and that time spent with Hikari, his 4-year-old granddaughter, brings him the most healing.\u003cbr/\u003eBut after the tsunami, his attitude towards the ocean has changed and he gets depressed and lonely without
