UNICEF logo\u003cbr/\u003eSurrounding the modern buildings of downtown Belgrade is the Staro Sajmiste settlement - which to the untrained eye could be mistaken for a rubbish dump but in actual fact it is home to the majority of the Romany community.\u003cbr/\u003eThe conditions are bleak, houses are made out of cupboards, offering little protection from the harsh realities of a Serbian winter.\u003cbr/\u003eThe numbers living in the settlement swelled in 1999 when the crisis in Kosovo displaced 90-thousand Romas and forced the majority to take refugee in the industrial slums of Belgrade.\u003cbr/\u003eThere is virtually no electricity or clean water for drinking and there is no infrastructure to deal with the sewage from the settlement.   \u003cbr/\u003eAmong those living in the so-called \"cardboard slums\" is Biljana Tulipovic and her six children aged between two and 13.\u003cbr/\u003e\"We do not have milk, meat or salami. Sometimes our children want yoghurt, but, we do not have enough money to buy it. We live by collecting paper (to be recycled), cardboard or tin, old refrigerators and we sell them to survive,\" she said on Thursday (14 June). \u003cbr/\u003eThe Romany community are the sole residents of these make-shift enclaves, often perched alongside a fancy hotel or first-class residential complexes.\u003cbr/\u003eBut for the majority they have little choice, as employment is hard to come by, and employers are reluctant to give work to Romas.\u003cbr/\u003eBelgraders mostly turn away from these settlements, regarding them as \"tumours\" in the body of their fair city. \u003cbr/\u003eThe settlements are also often targeted by right-wing extremists, who come in the middle of the night to attack their beleaguered residents.\u003cbr/\u003eThe position of the Belgrade Romas has come into focus recently as Serbia strives to reconnect with mainstream Europe following years of wars and international isolation. \u003cbr/\u003eAs part of pro-Western reform, the government approved a national strategy in 2005 to integrate Romas into the society and provide for their basic needs, such as health and social services. \u003cbr/\u003eThis year a Romany representative was elected in the Serbian parliament, in what is considered a significant step in the community's efforts to achieve a stronger position in the society.\u003cbr/\u003eOne look at the Tulipovics' \"home\" says it all. Their tiny make shift house consists of pieces of tin, old carpets, cardboard or anything that can be put up to serve as a wall or a ceiling. \u003cbr/\u003eOn the floor, directly on the black mud, are more old carpets and mattresses that serve as beds for the children and the rest of the family. \u003cbr/\u003eNearby, children play in the mud, amid a swirl of flies hovering above piles of garbage. \u003cbr/\u003eMany of children cannot read or write as they do not attend school and are expected to collect old garbage cans and newspapers to sell for recycling.\u003cbr/\u003eThe Belgrade city authorities have announced plans to move the residents to other residential areas, but have faced strong opposition from local residents rejecting the idea of Romas living in their local neighbourhood. \u003cbr/\u003eThe conflict triggered protests from non-government groups and human rights organisations, as the Romany organisations repeatedly warned that such segregated lives deprived them of basic rights, such as those to health service or education.\u003cbr/\u003eDoctor Oliver Petrovic from UNICEF in Belgrade said the standard of living in the Romany community was alarming, with many of the children subjected to intestinal infections, diarrhoea and ringworm due to the unhygienic living conditions. \u003cbr/\u003ePetrovic told the Associated Press that a UNICEF research, conducted in 2005-2006 on about 10-thousand women and children from the settlements, showed that most of the children suffered from \"chronic malnutrition,\" which led to poor health and a child mortality rate three times the national average.\u003cbr/\u003e\"We have some particularly poor families who can not afford the minimum number of daily meals for children.
