South Korea will play a  central role in this process, the details of the contract have to be worked out by the Kito  members, and in the first instance by the consultations that we South Korea and Japan  are conducting.  \u003cbr/\u003eSUPER CAPTION: US Assistant Secretary of State Winston Lord \u003cbr/\u003eThis is the focus of the political row between the U-S and North Korea - a South Korean  nuclear plant construction site located in Ul-Jin on the east coast of the Korean  Peninsula.\u003cbr/\u003eThe Korean Electric Power Company, a government agency, operates two nuclear  power reactors in Ul-Jin, and two more are currently under construction. \u003cbr/\u003eThe design used for the two new light water reactors was specified by the United States  in their nuclear agreement with North Korea. They make less plutonium suitable for the  manufacture of nuclear weapons.\u003cbr/\u003eBut North Korea won't accept the design and that's held up progress on the deal.\u003cbr/\u003eThe reactors produce 140 (b) billion Kilowatts of electricity per year, about  12 percent  of South Korea's yearly electricity needs. \u003cbr/\u003eThe two reactors under construction, upon completion in June 1998 and June 1999  respectively, will produce 200 billion Kilowatts of electricity per  year. \u003cbr/\u003eThe director of the Ul-Jin nuclear division believes the South Korean models are up to  standard.\u003cbr/\u003eAs of today roughly 95 per cent safety levels have been achieved covering design,  engineering, manufacturing of major equipment and nuclear fuel fabrication and  construction and operation. \u003cbr/\u003eSUPER CAPTION: Choi Chang - Tong, Director of Ul-Jin nuclear power division.\u003cbr/\u003eSouth Korea is the only country that is willing to pay most of the estimated four (b)  billion dollars cost for the reactors- but its northern neighbour rejects them as being  technically inferior an accusation the manufacturers strongly deny.\u003cbr/\u003eBecause of the geological proximity of the North and the South, this Korean nuclear  programme will provide a lot of economic and safety benefits.\u003cbr/\u003eSUPER CAPTION: Choi Chang - Tong, Director of Ul-Jin nuclear power division.\u003cbr/\u003eThey also point to the time and money saved on technology transfer across the Korean  peninsular.
