Tsvangirai supporters dancing at rally, including women in party regalia \u003cbr/\u003eZimbabwe's opposition leader on Sunday threatened to pull out of a national unity government if President Robert Mugabe refused to cede control of key ministries.\u003cbr/\u003eMorgan Tsvangirai, head of the MDC (Movement of Democratic Change), was reacting to Mugabe's unilateral announcement that he had taken control of all major cabinet posts, including those responsible for the military and police.\u003cbr/\u003eAn official government list published on Saturday gave all the main ministries, including defence, home and foreign affairs, justice, mining and land to Mugabe's ZANU-PF party, allocating only lesser ministries to the MDC.\u003cbr/\u003eTsvangirai told a rally of 15,000 supporters on Sunday afternoon that some ministries were \"non-negotiable.\"\u003cbr/\u003eTsvangirai said that if Mugabe's ZANU-PF party retained the defence portfolio, which is in charge of the armed forces, then the Movement for Democratic Change, whose supporters have suffered from police brutality, must be given Home Affairs, which is responsible for the police.\u003cbr/\u003e\"I will give you one example: if Zanu takes Defence we take Home Affairs,\" he said at the rally.\u003cbr/\u003eTsvangirai said the power-sharing agreement would be \"stillborn\" if his party was not given any \"instruments of effecting change.\"\u003cbr/\u003eTsvangirai won the first round of presidential elections in March, though not with an absolute majority. He refused to take part in a runoff because of widespread violence against his supporters. \u003cbr/\u003eA power-sharing agreement signed on September 15 gave Tsvangirai the post of Prime Minister but talks have since deadlocked over the allocation of Cabinet seats.\u003cbr/\u003eTsvangirai, speaking at his party's rally at the Zimbabwe Grounds in the suburb of Highfields in the capital Harare, said he would continue to negotiate in good faith when former South African president Thabo Mbeki arrives in the country on Monday to try to rescue to power-sharing deal which he had originally brokered.\u003cbr/\u003eMugabe's party maintains that Mbeki only needs to mediate over one outstanding ministry - finance - and claims all other ministries are settled.\u003cbr/\u003eMugabe's spokesman George Charamba defended the proposed Cabinet distribution, accusing the opposition of having close alliances with \"rich friends\" in the West that threatened Zimbabwe's sovereignty, the official Sunday Mail said.\u003cbr/\u003eUnder the power-sharing agreement, the opposition gets 16 Cabinet seats and Mugabe's party gets 15, reflecting official results of parliamentary elections held in March. \u003cbr/\u003eUnder theagreement, Mugabe remains president and head of the Cabinet, and Tsvangirai, as prime minister, heads a council of ministers responsible for government policy that Mugabe does not attend.\u003cbr/\u003eMbeki negotiated the power-sharing deal signed by Mugabe and Tsvangirai on September 15. Since then Mbeki has been ousted as South African president, leaving him with less diplomatic clout.\u003cbr/\u003eAsked about Mbeki's forthcoming visit, members of the crowd at the rally said it was really important for the power sharing controversy to be sorted out once and for all.\u003cbr/\u003e\"Definitely we have to give him the hope (Mbeki) since he is the one who negotiated this thing. World Food Program predicts a famine emergency with 45 percent of the country's population needing food aid by early 2009.\u003cbr/\u003eZimbabwe's economic collapse, with annual inflation hovering around 231 million percent, has kept seeds, fertiliser and farming equipment out of the reach of many.\u003cbr/\u003eThe nation is facing chronic shortages of food, medicine, petrol, currency,
