Critics point to its captive wildlife facilities _...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eVietnam is facing a storm of international criticism in a report out today ( 23 July) for allegedly failing to address its growing role as a key driver of the illegal wildlife trade. \u003cbr/\u003eCritics point to its captive wildlife facilities _ particularly its tiger farms _ as an example of how the country's leaders profess to support wildlife conservation, but in practice assist poachers to drive the animals toward extinction.\u003cbr/\u003eCaptive behind wire - one of the tigers caged in Vietnam.  \u003cbr/\u003eThis is an enclosed, iron-barred facility in An Binh commune of Binh Duong province. \u003cbr/\u003eThis tiger is one of nineteen that prowl around outdoor cages, chewing frantically at frayed wire fences.\u003cbr/\u003eThe facility looks like a zoo, but it is closed to the public.\u003cbr/\u003eManager Luong Thien Dan calls it a farm, but insists that in more than a decade of importing wild tigers and raising others in captivity, he has never sold a tiger carcass _ no matter that tiger bone paste sells for a few hundred dollars per ounce ($1,000 per 100 grams) on the black market in nearby Ho Chi Minh City.\u003cbr/\u003eVietnam is now facing a storm of international criticism for allegedly failing to address its growing role as a key driver of the illegal wildlife trade. \u003cbr/\u003eCritics point to its captive wildlife facilities _ particularly its tiger farms _ as an example of how the country's leaders profess to support wildlife conservation, but in practice assist poachers to drive the animals toward extinction.\u003cbr/\u003eThe country has won dubious top honours in a global wildlife crime \"scorecard\" released on Monday July 23 by the conservation group WWF (World Wildlife Fund) that evaluates how 23 wildlife range countries in Asia and Africa protect their tigers, rhinos and elephants. \u003cbr/\u003eIt says Vietnam's 2007 decision to permit \"pilot breeding farms\" for tigers has \"undermined\" its own wildlife enforcement policies because the animals now constitute a \"substantial proportion\" of the country's illegal tiger trade.\u003cbr/\u003eDan's facility, which once housed up to 32 tigers, is one of the permitted \"pilot breeding farms\".\u003cbr/\u003eAccording to the ministry of agriculture, 112 tigers are raised in captivity in 11 facilities throughout the country, including 49 that were born in captivity.\u003cbr/\u003eWildlife advocates say because the farms have a reported mortality rate of 52 percent, they cannot possibly sustain their populations without importing wild tigers, often via the mountainous border with Laos.\u003cbr/\u003eTiger farm manager Luong Thien Dan says the mortality rate at the farm in southern Binh Duong province is 50 percent. He says young tigers typically die because their mothers neglect to breastfeed them. Tiger carcasses are cremated on the property under supervision from local authorities, he said.\u003cbr/\u003eThe global wild tiger population has dropped precipitously over the last century, from about 100,000 to fewer than 3,500 individuals, and according to WWF more than 200 tiger carcasses were seized from the illegal trade. \u003cbr/\u003eVietnam is one of 13 tiger countries where wild tigers roam, but its government estimates it has between 28 and 47 tigers living in the wild.\u003cbr/\u003eThe WWF scorecard arrives on the heels of an international controversy that erupted in May, when environmental officials and wildlife advocates learned that Vietnam's ministry of agriculture had in March proposed that the sale of tiger parts (from tigers that died in captivity) for traditional medicine be legalised on a \"pilot basis.\"\u003cbr/\u003eThe proposal, however, was rejected by the Prime Minister recently.\u003cbr/\u003eSome in Vietnam consider tiger bone paste an effective pain killer, and smugglers bring tiger carcasses into Hanoi and other major cities hoping to score big paydays.\u003cbr/\u003eDan's tiger pens sit on the beer company's property, in an urban area about 40 kilometers from the southern economic hub of Ho Chi Minh City.\u003cbr/\u003eThe 7,000 square meter (75,000 square foot) farm covers its expenses_ raw meat runs 150 to 200 million dong ($7,100 - $9,500) per month _ with profits Mr Dan earns from his Pacific Beer Company.\u003cbr/\u003eThere are plans to open an eco tourism park to showcase the tigers, but the farm's future is uncertain because it operates in a state of legal limbo and has never received a permanent license, only temporary approvals. \u003cbr/\u003eThe farm operated illegally from its inception more than a decade ago until 2007.\u003cbr/\u003eDan refuses to disclose whether the farm's initial cubs came from, but he insists the farm is driven by honest motives. \u003cbr/\u003eBut Naomi Doak, the program coordinator for TRAFFIC - the wildlife trade monitoring network, says poaching remains a burning issue: \u003cbr/\u003e\"Poaching for uses in traditional medicine is the big issue.
