network, but insisted that Iraq had dangerous weapons and needed to be disarmed by force. \u003cbr/\u003eSpeaking at a State Department news conference on Thursday, Powell openly disagreed with a private think tank report which maintained that Iraq was not an imminent threat to the US. \u003cbr/\u003ePowell also defended the case he made before the United Nations for a US-led war to force Saddam from power.\u003cbr/\u003eThree experts at the Carnegie Endowment for International Peace said in a report on Thursday that the Bush administration systematically misrepresented a weapons threat from Iraq, and US strategy should be revised to eliminate the policy of unilateral preventive war.\u003cbr/\u003ePowell noted that Saddam obviously had, and used, destructive weapons in the late 1980s, then refused for a decade to assure the world he'd gotten rid of them.\u003cbr/\u003e\"In terms of intention,\" Powell said, \"he always had it.\" \u003cbr/\u003eThe Carnegie report said Iraq's nuclear programme had been dismantled and there was no convincing evidence it was being revived.\u003cbr/\u003eIt said the US-led war on Iraq in 1991 combined with UN sanctions and inspections effectively destroyed Iraq's ability to produce chemical weapons on a large scale.\u003cbr/\u003eThe report said the real threat was posed by what Iraq might have been able to do in the future, such as starting production of biological weapons quickly in the event of war.\u003cbr/\u003eOn other issues, Powell defended the State Department's top aide for Latin America, Roger Noriega, who on Tuesday voiced concern over Argentina's warming relationship with Cuba.\u003cbr/\u003eArgentina reacted angrily to the criticism, but Powell said it's incumbent upon democracies in the Latin American hemisphere to speak up when one nation oppresses its people.\u003cbr/\u003ePowell also commented on the recall referendum on President Hugo Chavez in Venezuela.\u003cbr/\u003eThe Secretary said the US
