So what we did from the beginning was to compare the seriousness of the crimes committed in the different countries under the court's jurisdiction. Mid shot of Baltasar Garzon talking at the presser\u003cbr/\u003eThe chief prosecutor of the International Criminal Court (ICC) Luis Moreno Ocampo said on Monday that Colombia topped the world list for countries with serious or un-investigated crime.\u003cbr/\u003eHe told a news conference in the Colombian capital Bogota that it came close to the Democratic Republic of Congo for criminality.\u003cbr/\u003e\"So what we did from the beginning was to compare the seriousness of the crimes committed in the different countries under the court's jurisdiction. In that sense, regarding the gravity of the crimes, Colombia was at the top.\" he said.\u003cbr/\u003eBut Moreno added that, unlike other countries under the jurisdiction of the International Criminal Court, Colombia had a judicial system that worked and where crimes were investigated.\u003cbr/\u003eThe comments were made a day after arriving in Colombia for a three day-visit.\u003cbr/\u003eMoreno and the Spanish judge Baltasar Garzon were invited by the Colombian prosecutor's office to attend the exhumation of a mass grave of victims of paramilitaries in the township of Apartado in Antioquia armed groups.\u003cbr/\u003eColombia passed a 'Justice and Peace Law' three years ago. \u003cbr/\u003eThe law offers paramilitaries, some 30,000 of whom have officially demobilised over the last years, a reduction in their sentences and a guarantee of immunity from extradition to the US in return for disarmament, demobilisation, compliance with the law and financial compensation for their
