The Fed is over-tightened, it has raised interest rates to too high a level, and this is now doing real damage to the economy. And I think the markets are worried what's going to happen in the first part of next year and obviously hi-tech is far more sensitive to the flows of capital, risk capital, than even the blue chips, which is why the Nasdaq has taken a far more severe hit than the Dow.\"     \u003cbr/\u003eSUPERCAPTION:  Steve Forbes, President and Editor in Chief, Forbes Magazine\u003cbr/\u003eWednesday's high-tech losers included Cisco Systems, which skidded after Merrill Lynch cut its rating on the network equipment maker. \u003cbr/\u003eThe Dow's losses were practically across the board.
