Omar Andalio thinks so.\u003cbr/\u003eThe 37-year-old farmer with a state-run cooperative is proud of the two government-owned beasts he is coaxing through a sugarcane field in western Cuba. For reasons no one can remember, the plumper one is named Caramel, even though he's white, and his caramel-hued field-mate is known as Lightweight _ never mind that he's nearly 1,000 pounds.\u003cbr/\u003eIn China, 2009 is the Year of the Ox. The animal could be in for a big year in Cuba too, if Raul Castro has his way.\u003cbr/\u003e \"Like President Raul Castro said in his speech, we have to make an offensive attack with our oxen and we need to save. And that's what we're doing, we're going on the offensive with the oxen\" Andalio says.\u003cbr/\u003eAs the cash-strapped government looks to slash deficits and pay down debt, the president has said a yoke of oxen can often do the same work as gas-guzzling farming equipment. \u003cbr/\u003eIn an address before parliament, Castro said officials plan to expand a pilot program promoting small-scale farming which began last year.\u003cbr/\u003e\"For this program we should forget about tractors and fuel, even if we had enough. The idea is to work basically with oxen,\" he said. \"An increasing number of growers have been doing exactly this with excellent results.\"\u003cbr/\u003eCuba gets nearly 100,000 free barrels of oil a day from Venezuela, but it can't afford to import more and thus has begun an aggressive campaign to conserve crude.\u003cbr/\u003e\"The whole topic of fuel is chaotic now and we are moving forward with Oxen,\" says Andalio, wearing a sweat-stained straw hat and nearly knee-length, black-rubber boots.\u003cbr/\u003eHe and 300 other state employees grow cane, low-quality tobacco, sweet potatoes and bananas in San Diego de los Banos, a town 95 miles (150 kilometers) west of Havana with stunning views of limestone mountains in the distance.\u003cbr/\u003eThe cooperative has 24 oxen and eight tractors _ two of which are clawing through nearby terrain cooked hard by a recent drought. Each tractor can do the work of five teams of oxen, according to Andalio\u003cbr/\u003eFields where oxen and horse-drawn carts outnumber trucks and tractors conjure up images of the dark days after the Soviet Union disbanded, costing Cuba billions in annual subsidies. Gasoline became so scarce that traffic all-but vanished in cities and Soviet agricultural equipment rusted as farmers turned back to oxen.\u003cbr/\u003eAid from Venezuela and governmental reforms have revived Cuba's economy, and this summer's austerity programs pale in comparison to the sacrifices of the 1990s. \u003cbr/\u003eBut many Cuban farmers simply haven't stopped relying on oxen since Fidel and Raul Castro led a revolution that toppled dictator Fulgencio Batista in 1959.\u003cbr/\u003eMoving through sunflower stalks taller than himself, 59 year old farmer Ricardo Martinez said working more with oxen is the least of the Cuban countryside's problems.\u003cbr/\u003e\"We need to keep the land producing, we need to keep planting so our country can continue to move ahead,\" said Martinez \"We are revolutionaries and we are here, working so that the revolution can move forward. But we need support,\" he said.\u003cbr/\u003eAlong a nearby highway, a sea-green and red billboard reads: \"Everything for the Revolution. Summer 2009.\"\u003cbr/\u003eThe acting head of the 10-employee flower cooperative. Zenaida Leon, 52, has held many jobs in the communist system, cutting hair, working as a night custodian at a police station and at a paint factory. \u003cbr/\u003eNow she helps Martinez plant seeds in worn-out boots she got when her adolescent nephew out grew them last year. \"We have to work a lot. We have to be in the sun from 7am until noon. If conditions were better, we would work until 5pm because we need to help the revolution\".\u003cbr/\u003eThe unforgiving summer sun means work begins at 7 a.m. and ends around noon on most farms. Workers at the flower cooperative used to gather for subsidised lunches at a nearby wooden shack, but Hurricane Gustav tore through the area last summer and ripped off the roof, cancelling all meals. \u003cbr/\u003eBut back in San Diego, things are more cheery. Andalio said Gustav took the roof off his home, but authorities replaced it. Shortly after 11 a.m., the workers are already thinking about heading to the cooperative cafeteria, which serves lunch for pennies.\u003cbr/\u003eAs two tractor operators rumble up a dirt road leading out of the field, Caramel and Lightweight start ambling that way too.\u003cbr/\u003eAndalio whistles. Then yells \"Ye! Ye! YEEE! WOAH! WOAHHHHH!\"\u003cbr/\u003eIt's no use. The oxen make it to the road and keep trotting.\u003cbr/\u003e\"They're not listening.
