Whereas a country like India is very strong on counter-proliferation, North Korea is going in the opposite direction. It's a very serious situation. We are discussing it with key allies now. But the tragedy of North Korea is not just this nuclear test - which is worrying for all the obvious reasons - it's what is happening in the country of North Korea. Its people are literally living in oppression, mass poverty, and starvation in some cases, while they spend billions of dollars on nuclear weapons. It's a tragedy. But the only way to deal with it is through revitalisation of the six-party talks, and to make sure North Korea comes back into compliance with its international obligations.\"\u003cbr/\u003e4. But here is a country, North Korea, doing a nuclear test in complete breach of all the obligations it's entered into, doing so in circumstances where its people are kept virtually in a position of slavery, and where people die of starvation while money is spent on nuclear weapons. I think as a matter of common sense that people can see the difference between that, and a country like Britain or India, where we are trying to work against proliferation of nuclear weapons, and where we are proper functioning democracies.\"\u003cbr/\u003e6.  Blair and Singh leave news conference\u003cbr/\u003eBritish prime minister Tony Blair and his Indian counterpart Manmohan Singh condemned North Korea's claimed nuclear test Tuesday, saying it undermined attempts to halt nuclear proliferation. \u003cbr/\u003eSpeaking after talks at 10 Downing Street, Blair said the North Koreans were \"in clear breach of their international obligations.\" \u003cbr/\u003eHe denounced the Pyongyang regime as a state in which people die of starvation while the government spends billions of dollars on nuclear weapons.\u003cbr/\u003eBut he stopped short of calling for sanctions, arguing that what was needed was a return to the six-party talks - the negotiating formula involving the two Koreas, the United States, Russia, China and Japan. \u003cbr/\u003eSingh, for his part, made clear that India - itself a nuclear state - does not support the emergence of a new member of the nuclear club. North Korea's test highlighted the dangers of clandestine proliferation, he said. \u003cbr/\u003eIn what appeared to be a reference to the role of disgraced Pakistani scientist AQ Khan in spreading
