Wide shot people walking while smoking\u003cbr/\u003eSmokers in California have traditionally been given a hard time - but there are some bars and clubs where lighting up is still positively encouraged. \u003cbr/\u003eLaws banning smoking in public, plus peer pressure not to smoke, means fewer Californians than ever have the habit - but it's still possible to enjoy a good cigar or cigarette - if you know where.\u003cbr/\u003eCurtis Post, co-owner of the Occidental Cigar Club, enjoys a good cigar. In this case it's a Don Cervantes.\u003cbr/\u003eBut lighting up here is not met with angry stares as the bar attracts people like him, who are looking for a comfortable place to smoke in a city that discourages smoking.\u003cbr/\u003eAfter smoking was banned from bars in 1998, he and his colleagues opened the owner-operated club to get around the new law. The Occidental Cigar Club is still legally operated in this way, but this ownership model is no longer permitted in San Francisco.\u003cbr/\u003ePost believes that individuals are responsible for their choices, and that tobacco has been part of society for centuries.\u003cbr/\u003e\"If you're walking down the street with a tobacco product, a cigarette or a cigar specifically, you're a pariah. In some cases it's reflective and in other cases it's social, but that's the ritual of cigar smoking.\"he says. \u003cbr/\u003eBut his views aren't typical here.\u003cbr/\u003eThe majority feel that the tobacco industry has systematically hooked people on a destructive habit. \u003cbr/\u003eIn 1988, California voters approved Proposition 99, which increased taxes on cigarettes and other tobacco products. \u003cbr/\u003eRaising the price of smoking through a tobacco tax has been the most effective way of getting people to quit, especially  young people.\u003cbr/\u003eCalifornia's Tobacco Control Program has created an environment where it is less and less socially acceptable to smoke.\u003cbr/\u003eThis change is occurring through local and statewide programs that restrict smoking and counteract advertising campaigns by the tobacco industry.\u003cbr/\u003eThe US government's Healthy People 2020 Program set the goal of limiting smoking to 12 percent of the population by 2020, and California is the second state to reach this goal. \u003cbr/\u003eThe program cites that smoking costs the US $193 billion each year in medical expenses and lost productivity.\u003cbr/\u003e11.9 percent of adults lit up in 2010, according to a recent study by the California Department of Public Health. \u003cbr/\u003eThis makes California the second state after Utah to reach a Federal goal of less than 12 percent of adults smoking by 2020.\u003cbr/\u003eAccording to the Centers for Disease Control and Prevention, 443,000 people die in the US each year as a result of cigarette smoking, including 49,400 deaths caused by secondhand smoke. \u003cbr/\u003eAlyonik Hrushow, the Tobacco Free Project Director, from San Francisco's Department of Public Health, has been working on anti-smoking campaigns for the city for twenty years.\u003cbr/\u003eIn recent years, anti-smoking efforts have shifted from encouraging people to quit to reducing the environmental factors that influence people to start smoking in the first place.\u003cbr/\u003eThe city discourages smoking through reducing secondhand smoke exposure, limiting the availability of tobacco, and through informational campaigns to counter advertising by the tobacco industry.\u003cbr/\u003eDr. Stanton A. Glantz, director of the Center for Tobacco Control Research and Education, at the University of California San Francisco, is optimistic about the state's ability to reduce smoking even more.\u003cbr/\u003eMuch of his work focuses on smoking in motion pictures, which he says influence many young people to smoke. \u003cbr/\u003eHe recently released a paper questioning California's tax credits to the film industry which includes films with smoking in them , and encourages an R rating for movies with smoking in them.\u003cbr/\u003eAn R rating means a film is Restricted so that under 17s are required to be accompanied by a parent or guardian. \u003cbr/\u003eBut there is a long way to go before San Franciscans give up the habit completely.
